Job Specifications
To manage the Human Resources Division within the Municipality at a management level in order to optimally achieve the Staffing & Employee Benefits, Employee Relations and Training & Organizational Development functions. This entails the implementation & maintenance of effective people management processes, the administration of staff matters concerning remuneration, benefits & records, administration of fostering discipline at the workplace, the function of training of human capital in order to improve skills and competencies, the administration of employee and organizational development, the improvement of processes for the efficient management of resources, human resources management & support services and the fostering of an HR climate that is positive and efficient, the efficient management of all administrative processes within the HR function.
Minimum Educational Qualification Requirements
- Bachelors’ degree in Human Resources Management, OR in a related field (e.g B degrees in Human Resources Development or Organizational Psychology. Should have at least 4 years human resources management experience, of which years should have been in any 2 of the following 3 fields: Employee Relations, Staffing & Employee Benefits, Training & Organizational Development and the 2 years should have been spent in a more senior/independent HR role at professional level.
OR
- 3 Year Diploma in Human Resource Management. Should have at least 6 years human resources management experience, of which 3 years should have been in any 2 of the following 3 fields: Employee Relations, Staffing & Employee Benefits, Training & Organizational Development and the 3 years should have been spent in a more senior/ independent HR role at professional level.
Sound knowledge of the following:
- Labour Act, Affirmative Action Act, Occupational Health & Safety Act, Local Authorities Act, Social —-Security Act, Local Authorities Act and other legislation, policies and regulations relevant to the HR field, Recognition Agreement with the Union, the Personnel Rules
- Human Resources best practice (all areas)
- Sound computer literacy
- Sound communication (verbal & written) and
- Interpersonal skills and Sound customer orientation
- Analytical and conceptual thinking skills
- Strategic HR focus
- Conflict resolution and negotiation skills •Management skills
