LECTURER – Institute of Urban Management (IUM)

Applicants usually need a Master’s degree in Urban Planning, Public Administration, Geography, or a closely related field; a PhD is increasingly preferred for senior lecturer roles. Relevant professional registration with the Namibian Council for Architects, Engineers and Quantity Surveyors (NCAEQS) or membership with the Namibian Institute of Town and Regional Planners (NITRP) may strengthen an application.

Daily duties include delivering lectures and tutorials on urban management topics, supervising student research projects, and marking assignments and examinations aligned with the Namibian Qualifications Framework (NQF). Lecturers also participate in curriculum development, community engagement initiatives, and contribute to IUM’s applied research priorities—often linked to national development goals like Vision 2030 and the National Urban Policy.

Namibian academic workplaces value respect for hierarchy, punctuality, and strong interpersonal communication—especially when engaging with diverse student cohorts from across regions. Employers expect lecturers to integrate local context into teaching, demonstrate cultural sensitivity, and actively support national capacity-building goals through outreach and policy-relevant scholarship.

Lecturers can progress to Senior Lecturer, Head of Department, or Academic Coordinator roles, often requiring additional postgraduate qualifications and evidence of research output or professional practice. Career growth is supported through the Public Service Commission’s academic grading system and opportunities to engage with national bodies like the Namibia Qualifications Authority (NQA) or Ministry of Urban and Rural Development.

Lecturers in public institutions like IUM generally receive 30 days’ annual leave, sick leave, and maternity/paternity leave in line with the Namibian Labour Act and Public Service regulations. They are enrolled in the Government Employees Pension Fund (GEPF) and may access medical aid schemes negotiated through the Namibian Public Service Association (NAPSA) or employer-arranged providers.

Applications are usually submitted via the Ministry of Urban and Rural Development’s official portal or advertised in the New Era newspaper and on IUM’s website—always including certified academic transcripts, proof of Namibian citizenship or work permit, and a detailed CV.
