The Namibia Tourism Board (NTB) was established by the Act of Parliament, Act 21 of 2000. Its main objectives are to market Namibia as a preferred destination and to regulate the tourism industry. To provide professional human resource support in the implementation of HR functions including recruitment, employee relations, performance management, HR administration, and compliance with policies and relevant legislation. Is responsible for implementing and coordinating day-to-day HR operations, including recruitment, performance management, employee relations, training, and HR administration. The role ensures that HR practices comply with relevant labour legislation, organisational policies, and public-sector regulations while contributing to a productive and engaged workforce.
Key Responsibilities
- Recruitment & Selection: Facilitate the full recruitment cycle: drafting job adverts, screening candidates, scheduling interviews, conducting reference checks, and onboarding new hires.
- Coordinate end-to-end recruitment and selection processes.
- Assist with advertising vacancies, screening CVs, scheduling interviews, and onboarding new employees.
- Prepare appointment letters, contracts, and coordinate induction programmes.
- Maintain recruitment records and employment equity data.
- Maintain recruitment records and ensure compliance with policy and EE targets.
- Training and Development: Coordinate training logistics and nominations.
- Monitor training attendance and keep training record.
- Identify training needs and assist in implementing learning and development initiatives.
- Coordinate training logistics and maintain training records.
- Support the preparation and submission of the Workplace Skills Plan (WSP) and Annual Training Report (ATR).
- HR Administration: Maintain accurate and up-to-date employee records (manual and digital).
- Prepare HR reports (e.g., headcount, leave, probation status).
- Handle contract renewals, confirmations, and documentation.
- Support payroll inputs (e.g. new appointments, leave forms, terminations) in coordination with Payroll Officer Administrator.
- Employee Relations: Support employee wellness programmes and engagement initiatives.
- Assist in resolving grievances, disciplinary procedures, and staff queries in line with organisational policies and labour laws.
- Ensure compliance with the Basic Conditions of Employment Act, Labour Relations Act, and other relevant law Assist with disciplinary processes and grievance handling.
- Draft warning letters, attend hearings as HR support, and maintain records.
- Policy Implementation & Compliance: Assist with the rollout and communication of HR policies, procedures, and code of conduct.
- Monitor adherence to HR policies and escalate issues of non-compliance.
- Ensure compliance with HR policies and Namibian labour legislation.
- Provide guidance to line managers on basic HR matters.
- Participate in audits and HR reviews.
- Assist Human Resources Manager with benchmarking exercises from time to time.
- Performance Management: Assist with coordinating performance review processes (e.g. signing of performance agreements, mid-year and annual appraisals).
- Maintain records of performance outcomes and assist with managing poor performance cases.
- Track performance records and support interventions for underperformance.
Requirements
- Bachelor’s degree in human resources (NQF 7), Industrial Psychology, or a related field.
- 3-5 years of relevant work experience in HR generalist roles.
- Knowledge of Namibian labour legislation and HR best practices.
- Good understanding of HR functions and employment legislation
- Strong interpersonal and communication skills
