Capital costs : N$76,950.00 per annum
Running costs : N$25.751.00 per annum
Total Motor Vehicle Allowance: N$ 102.701.00 per annum
Housing Benefit : N$68,188.00 per annum
Minimum Requirements: An appropriate B. Degree qualification at NQF Level 7 plus nine (9) years appropriate experience in Finance AND/OR General Services of which six (6] years must be at supervisory /middle management level.
Additional Requirements: An appropriate Master’s Degree qualification will be an added advantage.
Key performance areas
- Strategic thinking, planning, leading, interpersonal, computer literacy, analytical thinking, communication, negotiation and management skills.
- Interpretation and implementation of the Public Service Act. State Finance Act, Treasury Instructions, Tender Board Act. Procurement Act and other relevant legislations.
- Responsible for overall management and direction of the finance. Procurement, Maintenance and Auxiliary/Office Support Services, Fleet Management, Asset Control and Records Management.
- Participating in the formulation of the Strategic Plan, drafting and execution of the Divisional Annual Plan, which includes the overall implementation of the Performance Management System (PMS] to enhance performance within the Division.
- Overall responsible for the preparation, management and control of the Office budgets and ensure its execution in accordance with procedures and regulations.
- Prepare and submit annual financial statements and ensure correctness of appropriation accounts.
- Administer the reconciliation of accounts to ensure effective financial management.
- Perform the services of the Financial Advisor of the Office and advise the Accounting Officer on financial matters.
- Ensure that annual inspections are carried out in all administrative units as prescribed in the Treasury Instructions.
- Ensure the drawing up of the Procurement Plan and monitor the proper execution thereof in a manner that promotes efficiency and transparency.
- Proper management of Stock Control which includes the co-ordination of the annual stock-taking and forwarding of stock-taking reports to Treasury.
- Ensure implementation of Maintenance activities and perform quality control management of maintenance projects and ensure continuous proper functioning of all aspects within the premises.
