Minimum requirements: A Bachelor Degree at NQF Level 7 plus nine (9) years appropriate experience.
PRIMARY PURPOSE OF THE POSITION
The Deputy Director: Trust Fund is accountable for providing leadership and direction to staff members (Secretariat) of the Trust Fund and ensuring that the Board and the Fund are performing the roles and duties as set out in the Trust Fund for Regional Development and Equity Provisions Act, 2000 (Act No. 22 of 2000)
JOB DESCRIPTION
- Responsible for the management of the affairs of the Trust Fund to ensure that its day-today operational objectives are met
- Develops and proposes required policies (financial, procurement, funding and administration) to the Board of Trustees.
- Recommends changes in legislation and procedures pro-actively to the Board of Trustees to ensure that the Trust Fund achieves its objectives
- Exercises powers and performs any duties delegated by the Board of Trustees
- Develops effective systems of internal control to safeguard assets of the Trust Fund
- Responsible for the management of human resources of the Trust Fund
- Promotion of sound labour relations and compliance with labour legislation;
- Development and implementation of a performance management system which must Include measurable objectives and clear timeframes and which evaluation of performance must be subject to annual review by the Board; the monitoring and evaluation of all projects supported by the Board throughout implementation;
- Taking of remedial action if and when required;
- The evaluation and assessment of all projects in terms of the guidelines and within six (6) months after completion, to determine the impact and record the lessons learnt, measured against the envisaged project objectives and report to the Board of Trustees;
As accounting officer, the Trust Fund Manager is responsible and accountable to the Board for:
- All income and expenditure of the Fund;
- All assets and the discharge of liabilities of the Fund;
- Proper and diligent compliance with all applicable financial legislation;
- The effective, efficient, economical and transparent use of the resources of the Fund;
- The keeping of full and proper records of the financial affairs of the Trust Fund according
to acceptable norms and standards in terms of Section 7.(1)(h)(v) of the Act;
- Preparing financial statements in terms of generally accepted accounting practices;
- Maintaining effective, transparent and efficient systems of internal control and financial and risk management; and
- Taking all reasonable steps to prevent unauthorised, irregular and fruitless and wasteful expenditure and losses resulting from criminal conduct.
ADDITIONAL RESPONSIBILITIES
- To assist the Board achieve its objectives, the Trust Fund Manager must actively interact with key stakeholders such as OMAs, Local Authorities and Regional Councils on a regular basis to: –
- Understand the challenges facing Local Authorities and Regional Councils in respect of the financing and implementation of infrastructure, economic and service delivery enhancement development;
- Design guidelines and an application form to guide and to be used by Local Authorities and Regional Councils to apply for and access support, either financial or technical, from the Trust Fund;
- Publish and disseminate the qualification criteria for accessing development support and the priorities of the Board for making assistance available to Local Authorities and Regional Councils.
- The Trust Fund Manager must report to the Board on a quarterly basis, or any other
interval as determined by the Board, on the results of these interactions.
- The Trust Fund Manager must report to the Board on a quarterly basis on the status of
implementation of the performance based budget as set out in operational guidelines and annual plan
- Conducts research for special projects as identified by the Board of Trustees and provide the required feedback.
- Represents the Trust Fund internally and externally by attending official functions,
delivering communications, etc. and as may be delegated by the Board.
- Assists the Board of Trustees to ensure that the correct image of the Trust Fund is
portrayed to all stakeholders.
