Salary Scale N$512,809 – N$544,196

Capital Costs N$87,202 per annum

Housing Allowance N$81,558 per annum
Minimum Requirements: A Bachelors Degree on NQF Level 7 plus 9 years appropriate experience including 5 years at Managerial position.
Additional requirements: Good knowledge of the Veterans Act (Act, No 2 of 2008), Public Service Act (Act No. 13 of 1995); State Finance Act (Act No 31 of 1991); Labour Act (Act No 11 of 2007); Procurement Act (Act No 15 (2015) including all their subsidiary legislations.
Candidate should possess good interpersonal relationship skills with proven managerial and leadership skills. Experience in the field of Project Planning and Monitoring, Budgeting, and Computer literacy will be an added advantage.
Key performance areas:
- Policy development (Strategic Plan; Performance Management System, etc)
- Monitor the implementation of development plans and programs for the Department;
- Coordinate and facilitate the planning and development activities of the Directorate;
- Monitor and evaluate development programs and projects in line with national, regional and sectoral goals;
- Submit short, medium and long term planning of projects to the National Planning Commission;
- Carry out analysis of development strategies and policies and provide advice;
- Carry out donor mobilization of resources for programs and projects;
- Appraise and monitor key development projects, submit progress reports to management with appropriate recommendations;
- Review Directorate methodologies and procedures on policy formulation and analysis, project planning and management and make appropriate recommendation for improvement;
- Develop capacity of the subordinate in the technique of plan formulation, policy analysis and project planning and management;
- Coordinate all the planning and development activities of the Department;
- Compile Sectoral Issue Papers and mid-term reviews to the National Planning Commission regarding the needs of the Department;
- Provide input on parliamentary matters related to the activities of the Directorate and provide advice on legislation;
- Advise on policy issues related to planning and development;
- Ensure that Government policy, regulations and directives regarding all activities under the Directorate are adhered to and maintained;
- Responsible for the Directorate’s financial management of development budget

- Excellent Communication (written and verbal).
NB:
- Security vetting will be conducted on the first three highest scorers after the oral interview
