Minimum requirements:
A B-Degree at NQF Level 7 in one of the following disciplines Media. Information Studies, Communication Studies or Research plus 9 years appropriate experience of which five (5) years must be at Senior Supervisory Level.

- Proven and well developed research skills including the ability to extract and analyse relevant data to write analytical papers.

Job Description (Responsibilities)
- Responsible for enhancing the good image of National Council.
- Ensure the drafting and dissemination of media releases on the activities of the National Council.
Arrange and coordinate image boosting exhibition for Parliament, attend and man Parliament exhibition stands at trade shows/fairs.
Ensure the provision of information on National Council Sessions, public hearings and Committee meetings to the media and public. Respond to queries from other offices, organisations. OMAs, public and media.
Represent the National Council at regular meetings of Government Liaison Officers.
Identify and supervise concrete research projects and means of achieving them.
Responsible for appropriate staffing and professional management of the Division.
Ensure timely provision of information pertaining to activities of the National Council to members of the public, including timely publication of Parliamentary Publications.
Assist Members of the National Council and staff with research data on bills, motions or any other subject matter.
Prepare policy briefs and analytical papers for use by Members of Parliament. Senior Parliamentary staff. Parliamentary committees and other approved users;
Plan, co-ordinate and report on the activities of the Division.
Draft the annual budget for the Division.
Write and edit stories for the Parliament Journal.
Oversee the Division’s delivery of accurate research information and documentation services to Members of Parliament and staff of the National Council.
Answer individual and collective enquiries from Members and staff and train subordinates to improve the quality of responses to enquiries.
Promote information flow between the Parliamentary Library, the Resource Centre, Parliament and the public.
Provide guidance to the research team in producing research out-puts.
Align methodologies with research goals using a range of tools togather information and interpret data.
Interpret research specifications and develop a work plan.
Conduct desk, secondary and primary research.
Analyse and evaluate research and interpret data, ensuring key is sues are identified and appropriate recommendations made;
Prepare briefs and papers informed by accurate information on emerging and topical issues (anticipatory research). Anticipating research issues and promptly resolve same.
Prepare and present, in both written and oral forms, the results of research for use by committees, in response to their information requests.
Write background and presentation papers on various subject matters for Members of Parliament and Senior officers.
Write Parliamentary abstracts, booklets and books on parliamentary issues.
In charge of the Division and accountable to the Director of General. Research and Information Services.
