Minimum Requirement: An appropriate Degree or equivalent qualification at (NQF Level 7) or higher in Civil/ Mechanical/Electrical Engineering plus approximately nine (9) years appropriate experience. Previous experience in Railway line development, management and/or operations, procurement of services, Public Tendering Procedure and General Administration will be an added advantage. At least three (3) years should be on a middle management level. Computer literacy is essential and excellent English proficiency both written and spoken.
Responsibilities:
- Assist with policy formulation and implementation with regard to rail transport;
- Propose and recommend the drafting of regulations and agreements in terms of the railway legislation;
- Attend project site meetings and conduct project site inspections;
- Negotiate with private parties, lenders, donors and administration of projects funded by such;
- Financial administration and budgeting for railway line development, rehabilitation as well as other rail transport activities;
- Conduct economic analysis review, design and supervise the construction of railway infrastructure either in house or through consultancy service;
- Monitoring the adherence to standards and safety requirement by the rail operator in terms of relevant legislations;
- Investigation of complaints concerning the rail transportation services;
- Attend to the local, regional and international railway obligations of the state in terms of committees, protocols, agreement and conventions;
- Enforce adherence to the Railway Management Agreement by the rail operator.
