LEARNING AND DEVELOPMENT OFFICER GRADE 8 – Oshikoto Regional Council

You typically need a Bachelor's degree in Human Resources, Education, Training and Development, or a related field from a recognized Namibian institution such as UNAM or NUST. Relevant certifications like the Namibian Training Authority (NTA) assessor or moderator credentials are highly advantageous. Previous experience in training coordination or HR within the Namibian public sector is often preferred.

You will design and coordinate staff training programs aligned with the Public Service Act requirements and regional development priorities. Daily tasks include conducting training needs assessments, organizing workshops, maintaining training records, and liaising with the Namibia Institute of Public Administration and Management (NIPAM) for capacity building. You also monitor training budgets and evaluate program effectiveness for council employees.

Regional councils follow strict public service protocols with hierarchical decision-making and emphasis on procedural compliance under the Regional Councils Act. Work hours are typically 08:00 to 17:00 with strong union representation through NAPWU or NEHAWU, creating a more structured environment than the private sector. Expectations include community engagement, multilingual communication (English, Oshiwambo, Afrikaans), and patience with bureaucratic processes.

Grade 8 positions can advance to Senior Learning and Development Officer, Principal Officer, or Chief Human Resources Officer through the Public Service Commission grading system. You may also transition to specialized roles at the Office of the Prime Minister, Ministry of Education, or NIPAM as a training consultant. Further studies in public administration or an MBA can accelerate promotion to director-level positions.
