Frequently Asked Questions
What qualifications and experience are typically required for the Deputy Executive Director Grade 2 role at State House in Namibia?
Applicants usually need a relevant bachelor’s degree (e.g., Public Administration, Law, or Social Sciences) and a postgraduate qualification is strongly preferred. At least 10 years of progressive senior management experience in the Namibian public sector — particularly in policy coordination, strategic planning, or executive support — is standard, with proven leadership in high-level government institutions.
What does a typical day look like for a Deputy Executive Director Grade 2 at State House?
Daily responsibilities include briefing the Executive Director and President’s Office on priority matters, coordinating inter-ministerial task teams, reviewing draft presidential directives and Cabinet submissions, and overseeing protocol and correspondence workflows. The role demands strict adherence to the Namibian Constitution, the State Protocol Act, and internal State House procedures, with frequent interaction across ministries and diplomatic missions in Windhoek.
How does the work culture and expectations differ in Namibian government executive roles compared to private sector or international organisations?
Namibian public service emphasises hierarchy, formality, consensus-building, and respect for constitutional authority — decisions often follow consultative processes aligned with the Public Service Act and Cabinet Manual. Punctuality, discretion, cultural sensitivity (including awareness of national languages and traditions), and loyalty to the office — not individuals — are non-negotiable expectations in State House roles.
What career progression opportunities exist after serving as Deputy Executive Director Grade 2 in the Office of the President?
Successful incumbents may progress to Executive Director Grade 1 within State House or be appointed to equivalent Grade 1 positions in line ministries, parastatals, or diplomatic missions. Some transition into statutory board chairpersonships or serve as Permanent Secretaries, subject to Presidential appointment and Public Service Commission endorsement per the Namibian Public Service Act.
What benefits — such as leave, medical aid, and pension — are typically provided in this role?
The role falls under the Namibian Public Service Pension Fund (PSPF), offering defined-benefit retirement coverage, and includes 30 working days’ annual leave, sick leave, and maternity/paternity leave as stipulated in the Public Service Regulations. Medical aid is provided through the Government Employees Medical Scheme (GEMS), with contributions shared between employee and employer per current Treasury guidelines.
How do I apply for this position, and what do Namibian employers specifically look for in candidates?
Vacancies are advertised on the Official Gazette, the Office of the President website, and the Public Service Commission portal; applications must include certified documents and are submitted via the prescribed e-recruitment system or physical submission to State House HR. Employers prioritise demonstrable integrity, familiarity with Namibian governance frameworks (e.g., Vision 2030, NDP5), fluency in English plus at least one local language, and evidence of handling sensitive information with confidentiality and impartiality.
