Frequently Asked Questions
What qualifications do I need to apply for an Administrative Officer: Finance position at the Ministry of Health and Social Services?
You typically need a Grade 12 certificate with strong passes in Mathematics and Accounting, plus a diploma or degree in Finance, Accounting, or Business Administration. Professional certifications like ACCA, CIMA, or ICA Namibia are highly advantageous. Relevant work experience in government or public sector finance is often preferred.
What are the typical day-to-day responsibilities of an Administrative Officer in Finance?
You will process payments, reconcile accounts, prepare financial reports, and manage budget allocations for health programs. The role involves working with the Integrated Financial Management System (IFMS) used across Namibian government ministries. You also liaise with suppliers, auditors, and departmental heads to ensure compliance with Public Service Financial Regulations.
How does the work culture differ in Namibian government ministries compared to private sector finance roles?
Government positions emphasize strict adherence to procurement regulations, hierarchical decision-making, and thorough documentation for audit purposes. The pace is methodical with strong emphasis on following Public Service Act procedures. Relationships are formal, and respect for seniority and chain of command is essential in the Namibian public service environment.
What benefits can I expect as a permanent government employee in this role?
You receive membership in the Government Institutions Pension Fund (GIPF), medical aid through the Public Service Medical Aid Scheme (PSEMAS), and generous annual leave of 30 days plus public holidays. There are also study leave provisions, housing allowances for certain grades, and job security that exceeds most private sector positions in Namibia.
What career progression opportunities exist for Administrative Officers in Finance within the Ministry?
You can advance to Senior Administrative Officer, Principal Administrative Officer, and eventually Director-level positions through internal promotions and satisfactory performance appraisals. Pursuing further qualifications like a Chartered Accountant designation or Master's degree accelerates progression. Mobility between ministries is possible, and specialized roles in health financing or donor fund management offer alternative growth paths.
How should I prepare my application to stand out for this government position?
Submit your application through the prescribed Public Service Commission forms available at government offices or their website, never via email unless specified. Highlight any experience with government financial systems, donor-funded projects, or public sector auditing. Include certified copies of all documents, as incomplete applications are automatically disqualified in Namibian government recruitment processes.
