Primary purpose of the position:
Reporting to the Chief Executive Officer, the Executive: Communication and Consumer Relations serves as an integral member of the Executive Management team and will be responsible for the strategic contribution to the development of Strategic Plan and related Annual Plans with a special focus on Communication and Consumer Relations, International Relations and Consumer Advocacy, goals and objectives that are aligned to CRAN’s mandate.
Key Performance Areas:
Corporate Communication, Public Relations, and Corporate Social Investment
• Formulate and maintain Corporate Communication policies, strategies, and plans;
• Create and maintain relationships with media and industry partners;
• Ensure the development and timely delivery of content for various communication channels;
• Oversee the development and execution of various publicity campaigns;
• Manage the overall coordination of public hearings, press conferences and other media events or projects;
• Formulate, review, and recommend a pro-active Crisis Communication Plan for the Authority;
• Oversee the development and implementation of CRAN’s Corporate Social Investment programmes and strategies; and
• Ensure the production of the annual statutory reports.
International Relations and Stakeholder Engagement
• Engage and manage international stakeholder relationships;
• Develop CRAN’s stakeholder engagement strategies;
• Spearhead the customisation of CRAN’s presentations and submissions for International Forums;
• Participate in International Forums to provide communication support and guidance; and
• Conduct international bilateral arrangements.
Social Media, Brand Development and Marketing
• Oversee the development and management of CRAN’s brand strategy;
• Direct the creation and successful implementation of comprehensive communication, Public Relations, and outreach programmes;
• Ensure the development and creation of multi-faceted campaign plans; and
• Establish controls to consistently measure the effectiveness of marketing and branding strategies.
Consumer Relations and Advocacy
• Initiate and guide the presentation and development of the annual plans;
• Oversee the advocacy and awareness of complaints handling mechanisms;
• Ensure the dissemination and awareness creation on the Consumer Complaints report and analysis and statistics; and
• Commission consumer satisfaction surveys.
Access to Information
• Draft, develop, compile, and disseminate and publish the Access to Information Annual Report and
Publication Plan as per guidelines of the Access to Information Act;
• Serve as Deputy Information Officer for the Access to Information Act;
• Provide the oversight role and enforcement of the Access to Information Act and its provisions in line with
the principles of the Constitution; and
• Ensure the development of public education and awareness campaign programmes.
Leadership and Resource Management
• Provide leadership and direction to the communications department;
• Develop strategic, operational, and financial plans with other executive management members;
• Manage the departmental budget;
• Compile the annual report, and all printed media and cutting-edge communication materials;
• Direct and monitor the performance management process of the department; and
• Ensure that CRAN’s organisational philosophy, mission and vision are pertinent and practiced throughout
the organisation.
Education and Experience Requirements
• A Master’s degree in Communication Science, Public Relations, or Organisational Communication or
relevant field or any Management or Leadership qualification;
• A Senior or Executive Management Development certificate;
• Nine to Ten (9 to 10) years of relevant work experience in Communications, Marketing, and Branding, of
which at least four (4) years must have been in a managerial position; and
• Professional registration with PRISA or other relevant professional bodies.

• Good events/project management skills;
• Valid Driver’s Licence Code B; and
• Shortlisted candidates will be required to submit proof of Namibian Police clearance
