Unit Finance Management
Duty Station Windhoek
Incumbent’s Direct Supervisor Commissioner
Primary Purpose of the Position
To strategically lead the Finance business unit functions, overseeing the agency’s financial
strategy and formulating the financial philosophy and policies to support NamRA’s strategic
goals and foster sustainability.
Minimum Academic Qualification Chartered Accountancy
Experience Ten (10) years relevant experience, of which five (5) years should have been at management
level.
Professional Registration CA/ACA, FCA.
A Valid Driver’s License.

• Financial Expertise – proficiency in financial principles such as budgeting, forecasting,
and financial reporting.
• Strategic Planning – ability to align the organisations financial planning with the overall
business strategy.
• Risk Management – ability to identify and manage any financial risk which might
negatively impact the company’s financial position.
• Negotiation Skills – ability to influence and persuade stakeholders and team members
to achieve agreed upon financial and business goals.
• Business Acumen – ability to understand the bigger business landscape outside the
scope of finance.
Key Performance Area
• Accountable to the Commissioner regarding the overall performance of the Finance
business unit functions.
• Advise Executive Management and the Board on financial matters, providing insights
and analysis to support strategic decision-making.
• Identifying and assessing financial risks facing the agency and developing strategies to
mitigate these risks.
• Ensure accurate and timely preparation and presentation of periodic financial reports,
including management accounts and financial forecasts, to Management and the Board.
• Lead the corporate budgeting process and ensure Board and Ministerial approvals are
obtained as per prevailing legislation.
• Account for prudent management of the agency’s financial resources and assets.
• Develop and review effective financial policies and procedures and ensure policy
compliance.
• Ensure that financial reports are consistent with recognized accounting standards.
• Liaise with auditors on specific areas that are problematic and ensure internal
rectification.
• Ensure that financial processes are geared for efficient production of the monthly and
annual statements.
NB: Preference shall be given to Namibian Citizens. Successful Candidates will be required to provide Proof of No Criminal Record
(Certificate of Conduct) and no employment misconduct or Dishonesty.
All appointments will be vetted in line with NamRA Policies.
