PROPERTY FINANCE & ADMINISTRATION (GRADE B5) – City of Windhoek

Most employers require a Bachelor's degree in Finance, Accounting, Real Estate, or Business Administration. Professional certifications such as ACCA, CIMA, or Namibian Institute of Chartered Accountants membership are highly advantageous. Experience in property management, municipal finance, or public sector administration is often preferred.

Daily tasks include managing property budgets, processing lease agreements, collecting rental income, and maintaining property records. You will also prepare financial reports, coordinate with tenants and property owners, and ensure compliance with municipal regulations. Regular liaison with valuation and rates departments is common in municipal settings.

Public sector roles emphasize strict adherence to procurement regulations, Public Service Act requirements, and audit compliance. Decision-making tends to be more hierarchical and process-driven compared to the private sector. Work-life balance is generally respected, though month-end and financial year-end periods require additional commitment.

Progression typically moves through graded levels from B5 to senior grades like C1 or C2, eventually reaching management positions such as Manager: Property Finance. Specialization in asset management, municipal valuations, or strategic property planning opens additional pathways. Some professionals transition to senior roles in the Ministry of Finance or private property development firms.
