Key Responsibilities
- Collect, collate, validate and analyse data and research information to monitor emerging trends, vulnerabilities and risks in the financial sector regulated and supervised by NAMFISA.
- Assist in designing and implementing an effective macro-prudential surveillance framework across the non-banking financial sector.
- Support the development and application of analytical tools, statistical models, stress-testing methodologies and early warning indicators.
- Monitor and analyse developments in financial markets and economies locally, regionally and internationally to identify risks to Namibia’s financial system, with particular focus on the non-banking financial sector.
- Contribute to financial stability assessments, systemic risk analysis and risk-based supervisory responses.
- Conduct research on financial stability, regulatory policy, supervisory policy, market conduct and industry developments.
- Participate in the assessment of legislation, regulations and prudential standards to identify weaknesses, gaps and areas requiring policy or regulatory improvement.
- Contribute to statutory and strategic publications, including the Annual Report, Financial Stability Report, Quarterly Statistical Bulletin and relevant regional or international submissions.
- Assist with the compilation of financial soundness indicators across regulated industries.
- Prepare high-quality reports, position papers, research papers, presentations, speeches and briefing notes on financial stability and risk-based supervision matters.
- Coordinate and engage with relevant internal and external stakeholders, including the Bank of Namibia, on macro-prudential risk identification and mitigation.
- Respond to information requests and enquiries related to the non-banking financial sector and other relevant matters.
- Contribute to continuous improvement, innovation and personal professional development within the area of responsibility.
Requirements
- A Bachelor’s degree in a relevant field such as Economics, Finance, Statistics, Econometrics, Risk Management, Quantitative Modelling, Mathematical Modelling or a related discipline.
- A minimum of five years’ relevant experience within the financial sector, preferably with exposure to the non-banking financial sector.
- Exposure to one or more of the following industries will be advantageous: pension funds, long-term insurance, short-term insurance, medical aid funds, investment management, capital markets or micro-lending.
- Knowledge of legislation governing the non-banking financial sector in Namibia.
- Demonstrated interest in research, policy analysis, financial stability, macro-prudential surveillance and regulatory or supervisory developments.
- Experience in analysing data, preparing reports, interpreting financial information and making evidence-based recommendations.
- Sound knowledge of NAMFISA’s mandate, objectives, functions, processes and systems.
- Understanding of the Namibian financial sector, particularly the non-banking financial sector.
- Knowledge of regulatory frameworks, risk-based supervision, financial stability, systemic risk and macro-prudential policy.
- Strong research, analytical, numerical and problem-solving skills.
- Ability to interpret legislation, regulations, prudential standards and industry data.
- Excellent business writing, report writing, presentation and communication skills.
- Strong stakeholder engagement, coordination and relationship management skills.
