COUNTRY REPRESENTATIVE AND PROGRAM MANAGER, NAMIBIA – Project HOPE 53 views

Key Responsibilities

• Oversee coordination of Project HOPE’s subawards in Namibia, tracking deliverable timelines and completion per the terms of the subaward and in close collaboration with Project HOPE Namibia (PHN) and the Africa Public Health Network (APHN).
• Contribute to program success and technical quality of assigned projects.
• Serve as primary point of contact for the subawards for all operational and coordination matters, including liaising between Africa Regional Team, PHUS HQ, and the prime (PHN)
• Supervise a team of project staff
• Work closely with the regional M E advisor and project-level M E staff to monitor and report on PHUS activities by reviewing information, reports, and data through regular exchange and communication with program teams.
• Submit quarterly, semi-annual, and annual reports to prime partner according to subaward terms.
• Develop reports in coordination with project technical staff and regional M E support. Ensure that reports are correctly stored and archived.
• Function as the primary liaison for assigned programs to other headquarters departments.
• Contribute to the development of and coordinate the completion of program planning documents for assigned programs, including work plans, detailed implementation plans, M E plans, program designs, and startup and/or closeout plans.
• Act as sub award budget holder, track project’s financial reporting and ensure monthly projections are accurate.
• Other administrative and logistical support as necessary.
• Lead new business development efforts for Project HOPE in Namibia and support Southern Africa.
• Support new business development efforts for Project HOPE in Namibia, also providing support to PHN and APHN when needed
• Represent Project HOPE in partner, government, donor, and other stakeholder meetings and engagement.
• Lead efforts to establish local office policies and procedures including Human Resource manual, local procurement manual, and benefits package in line with Project HOPE policies and local requirements in collaboration with HQ support units.
• Lead consortium relationship building with Implementing Partners.
• Coordinate Business Development activities including donor and partner engagements.
• Research opportunities, write and review technical content, help prepare supporting sections, and assist in the development of evidence-based programs designed for impact.
• Proactively seek opportunities for new programs aligned with Project HOPE’s mission and technical capabilities.
• Contribute to grant applications and general concept paper writing.
• Provide oversight and operations coordination for all ongoing grants for Project HOPE.
• Responsible for program reporting on behalf of Project HOPE including donor reports.

Requirements

• Master’s degree in Public Health.
• 8-10 years field-based experience including managing large and complex multi-partner development programs and donor-funded projects at a senior level with at least 5 years in a senior management position.
• Experience with infectious disease and RMNCH programming is preferred.
• Demonstrated ability to design and implement strategies that employ evidence-based approaches to meet project targets, especially under rigorous timelines.
• Experience working and collaborating with diverse sets of stakeholders, including local partners, government officials, donor representatives, and communities.
• Demonstrated experience in leading strategic and operational planning.
• Demonstrated leadership and management skills.
• Demonstrated self-awareness and interpersonal skills.
• Strong human resource management skills including capacity building, coaching and conflict management.
• Experience supervising and developing a multi-disciplinary team in a cross-cultural setting.
• Demonstrated interest and ability to give feedback, develop, motivate, and lead a diverse team to achieve results.
• Knowledge and experience with financial management as demonstrated by ability to manage a complex budget, effectively follow-up on internal and external audit. recommendations, and ensure donor compliance and reporting.
• English language proficiency.
• Strong writing and presentation skills.
• Ability to effectively present information and respond appropriately to questions from senior managers in the field and HQ, counterparts, senior government and rebel leaders and other related regional players.
• Demonstrated communication skills, verbal and written. Writing skills should include concept notes and program reports.
• Able to manage multiple priorities and work with a minimum of supervision and direction.
