CHIEF ECONOMIST – GRADE 6 – Ministry of Finance

A Master's degree in Economics, Econometrics, or a closely related field is typically required, with a PhD often preferred for senior roles. Professional certifications such as Chartered Economist or membership with the Economics Association of Namibia strengthen applications. Relevant experience in public sector economic policy or research is usually essential.

Daily duties include analyzing macroeconomic trends, preparing budget policy briefs, and advising the Minister on fiscal strategy. You will lead economic research teams, coordinate with the Bank of Namibia and Statistics Agency, and represent the Ministry at inter-ministerial meetings. Drafting cabinet memos and responding to parliamentary economic queries are also regular tasks.

Government roles emphasize hierarchical decision-making, extensive documentation, and adherence to Public Service Act regulations. Collaboration across ministries is slower due to bureaucratic processes, but job security is stronger than in private consulting. Punctuality, respect for seniority, and community-oriented values are deeply embedded in Namibian public service culture.

Progression typically moves to Deputy Director or Director of Economic Policy, with potential advancement to Permanent Secretary for exceptional performers. Some transition to regional bodies like the Southern African Development Community or international institutions such as the African Development Bank. Academic secondments and ministerial advisory roles are also viable pathways.

Benefits generally include membership in the Government Institutions Pension Fund, medical aid through the Public Service Medical Aid Scheme, and generous annual leave entitlements. Housing allowances and transport benefits may apply depending on location and family status. Gratuity payments upon retirement are standard for permanent public service appointments.

Applications must be submitted through the Public Service Commission portal or advertised channels with certified copies of qualifications and a detailed CV highlighting policy experience. Employers prioritize candidates with proven public financial management experience, publications in economic policy, and demonstrated understanding of Namibia's development challenges. Strong references from senior civil servants or academic supervisors carry significant weight.
