CHIEF ACCOUNTANT GRADE 6 – Ministry of Finance

A Bachelor's degree in Accounting, Finance, or a related field is usually required, along with professional certifications such as ACCA, CIMA, or CA(Nam). Membership with the Institute of Chartered Accountants of Namibia (ICAN) or the Namibia Institute of Professional Accountants (NIPA) is often preferred. Several years of progressive accounting experience, typically 5-8 years, is expected for this senior grade.

Responsibilities include overseeing the preparation of financial statements, managing budget allocations, and ensuring compliance with the State Finance Act and Public Procurement Act. You will supervise junior accounting staff, coordinate audits, and advise senior management on financial matters. Monthly and annual reporting to the Accountant-General and Treasury are core duties.

Government roles emphasize strict adherence to public financial regulations, transparency, and accountability to taxpayers. Decision-making processes tend to be more hierarchical and procedural, with less flexibility than private sector accounting. Punctuality, respect for chain of command, and thorough documentation are highly valued in the Namibian civil service environment.

Progression typically moves to Assistant Director or Director of Finance positions within ministries or regional councils. With further experience, roles such as Under-Secretary for Finance or Permanent Secretary become attainable. Some professionals transition to parastatals like the Bank of Namibia or NamPower, or move into consultancy and academia.
