Scale of Salary : N$478,220 – N$502,753
Motor Vehicle Allowance : N$102,701 per annum
Housing Allowance : N$68,188 per annum
JOB SUMMARY: This job category involved at operational level with the determination and
execution of policy, organizing, financing, personnel provisioning and utilization,
determination of procedures and control as well the making of decisions and liaising of
certain activities.
MINIMUM REQUIREMENT
A B Degree at NQF L7 in Financial Accounting, Business Accounting or Business Finance or
equivalent qualification plus nine (9) years appropriate experience in a financial work
environment of which six (6) years must be at Chief grade 6 level.
DUTIES AND RESPONSIBILITIES
Coordinate and oversee planning, execution, and control on the budget process within
Office of the Prime Minister.
Planning and directing the work in the Division and assigning duties to the staff members.
Monitor progress and keep team abreast of the organisations financial status.
Oversee the reconciliation of accounts and payments approvals.
Develop, review, and implement sound fiscal management practices and internal
controls.
Business planning: – develop the division strategic plan, annual work plan, staff
performance agreements a well as reviewing these documents quarterly, and produce
quarterly reports.
Ensure the securing of budgeting provision for the Division’s activities and to revise such
resources at regular intervals.
Ensuring that the stipulations of the State Finance Act, Tender Board Act, Treasury
instructions and other related financial institutions and revenue descriptions be adhered
to.
Drawing up of budgets and giving advice for the compilation, executing of control over
Government expenditure and executing of financial inspections.
Audits: – Oversee the preparation of audit statement/certificates.
Prepare audit reports and handle audit queries.
