Introduction
Namibia is experiencing rapid urbanization and growth of informal settlements. Against this background, GIZ has been commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) to collaborate with the Ministry of Urban and Rural Development through a project on Inclusive and Sustainable Urban Development (ISUD).
On the local level the ISUD project aims to improve the conditions in informal settlements in selected partner towns, by supporting these through means of participatory yet professional planning, incremental upgrading and community involvement. The process aims at the creation of resilient and functional neighbourhoods, which offer security of tenure as well as access to improved socio-economic spaces.
Specification
The (Junior) Advisors are based within a specific partner town of the project, where they are the focal point and representative of the project within the partner town. The responsibilities aim at the provision of integrated and comprehensive advisory services on urban planning and development in general, and informal settlement upgrading in particular.
The tasks include amongst others:
• Professional urban development focused capacity development of the partner agency in terms of process and expert advisory, development of individual competencies as well as organizational capacities
• Identification and tailored processing of local support needs within the project; safeguarding compliance with BMZ and GIZ regulations while coordinating with the local partners
• Quality and risk management for the implementation of the approach on the ground, including contributions to knowledge management
Requirements
• University degree, preferably master’s degree, in the area of urban planning, urban development or similar
• At least 3 years’ in a comparable position
• Working experience with Local Authorities and/or Civil Society Organizations in the sector
• Very good working knowledge of ITC technologies (Microsoft Suite, CAD, GIS)
• Fluent written and oral knowledge of English
• Fluency in one or more widely spoken native Namibian language(s) is an asset
• German language literacy an added advantage
• Strong self-initiative, self-management as well as facilitation and communication skills
• Ability to work in a team, flexibility, creativity and results oriented
• Driving license
• Willingness to work on weekends if required
• Willingness to upskill as required by the tasks to be performed
