About the Company
Gibeon Village Council is the local authority responsible for the governance and administration of Gibeon, a small settlement in southern Namibia's Hardap Region. Established as a proclaimed village council under Namibia's local authority framework, it manages the village's land and common areas on behalf of its residents. Its core functions include the provision of basic municipal services such as water supply, sanitation, refuse removal, and the upkeep of streets and public spaces within the village boundaries. Gibeon lies along the B1 road between Mariental and Keetmanshoop, and the surrounding area is internationally recognised as the source of the famed Gibeon meteorites. As a public institution rooted in the community, the council represents local interests within the Hardap Region's governance structures while serving as a source of administrative employment in the village.

Frequently Asked Questions
What qualifications do I need to be considered for a Chief Executive Officer role at a Namibian local authority?
Employers in Namibia typically require a degree in Public Administration, Local Government, Business Management, or a related field, with a postgraduate qualification often preferred. Qualifications must be recognised through the Namibia Qualifications Authority (NQA), so have foreign or unverified credentials evaluated early. Several years of senior management experience, ideally in local government or the public service, is usually essential.
What are the typical day-to-day responsibilities of a CEO at a village council?
The CEO acts as the Accounting Officer, implementing resolutions passed by the elected councillors and managing the day-to-day administration of the council. Duties typically include overseeing service delivery such as water, sanitation, and infrastructure, managing staff and budgets, and ensuring compliance with Namibian local authority legislation. The role also involves regular liaison with the Ministry of Urban and Rural Development and meaningful engagement with the local community.
What work culture and expectations should I prepare for in a Namibian public institution?
Namibian local government places strong emphasis on accountability, transparency, and serving residents fairly, so professionalism and integrity are highly valued. Punctuality, respect for governance structures, and adherence to public service codes of conduct are expected at all times. A willingness to engage constructively with community members and political office bearers is critical for success in this role.
What career progression can I expect as a local authority CEO in Namibia?
Many CEOs progress from smaller village or town councils to larger municipalities, or move into senior roles in regional councils, state-owned enterprises, or national government. A strong record of service delivery, clean audits, and sound financial management significantly improves prospects for larger or longer-term appointments. Some executives also transition into consultancy or board roles across the broader public sector.
What benefits are typically offered for a contract management position in Namibia?
Contract packages in Namibia generally include paid annual leave, medical aid contributions, and pension contributions, with public institutions often participating in the Government Institutions Pension Fund (GIPF). Additional benefits such as housing or transport allowances may apply depending on the employer's policy. Always request the full remuneration package in writing before accepting any offer.
How should I apply, and what do Namibian employers look for in applications?
Prepare a detailed CV, a tailored cover letter, and certified copies of your qualifications and ID, and submit them exactly as directed by the council before the closing date. Employers look for relevant local government experience, NQA-recognised qualifications, familiarity with legislation such as the Local Authorities Act, and strong verifiable references. Demonstrating a clear understanding of rural governance and service delivery challenges can help your application stand out.
