Motor Vehicle Allowance : N$102,701 per annum
Housing : N$68,188 per annum
Minimum requirements: A Bachelor Degree at NQF Level 7 plus nine (9) years appropriate experience.
Supplementary requirements: Applicants who possess A Bachelor Degree in Accounting, Finance and/or Business Administration will serve as an added advantage.
Main Duties of the Job:
Planning:
- Provide technical inputs in Directorate and Divisional operational planning ensuring that outcomes support the Namibian Customer Service Charter, the Strategic Plan, decentralisation and the needs expressed by line ministries and at the Regional and Local Authority levels;
- Together with the staff of the division, establish individual work plans;
- Facilitate implementation of plans within defined time and resource limits;
- Oversee the establishment of procedures for controlling, monitoring and progress reporting of activities of work programmes in the Division; and
- On a quarterly basis, review progress against individual and divisional plans and against budgets.
Professional Services:
- Initiate policy and legislative change in the Regional and Local Government Finance sector;
- Continuously follow Local, Regional and international developments in the Regional and Local Government Finance sector and propose improvements;
- Develop standardized investment policies (through the cross-ministerial taskforce on financial management and inter-governmental fiscal transfers);
- Coordinate the Regional Councils and Local Authorities budget submissions and ensure final allocations are in line with related guidelines and MURD ceilings;
- Coordinate the analysis of financial reports from Regional Councils and Local Authorities and advice the Director accordingly;
- Responsible for early warning system for Regional Councils and Local Authorities in detecting, in advance, possible financial crises which may destabilize operations, good governance and effective administration thereof;
- Coordinate agency services to Regional Councils and Local Authorities regarding financial administration;
- Responsible for the monitoring of implementation of development of projects for
Regional Councils and Local Authorities as approved by the Minister in their annual budgets;
- Coordinate physical disbursement of monthly and quarterly transfers to the Regional Councils and Local Authorities;
- Participate in the development of financial management systems to accommodate the decentralization policy’s phases of delegation and devolution respectively;
- Organize and coordinate consultative meetings with the Internal Audit Unit to ensure financial issues arising from Internal Audit Reports and the Reports of the Auditor General are communicated and addressed;
- Provide advice and support in the selection and implementation of accounting software, the use of specialists, word processing and e-mail to make financial functions more efficient;
- Assist in developing security systems to safeguard financial operations and record keeping;
- Assist in identifying capacity building needs, provide on-the-job training or facilitate training by external training providers;
- Provide temporary manpower to Regional Councils and Local Authorities to fill gap caused by vacancies;
- Advising the Director on all financial matters related to Regional Councils and Local Authorities;
- Draft Minister’s speeches on issues related to Regional and Local Governments’ financial matters; and
- Ensure that regulations on financial matters made by Regional Councils and Local Authorities are tabled in the National Assembly.
HR Management of the Division:
- Approve/recommend leave;
- Determine staffing needs, evaluate and recommend staff appointment;
- Recommend and approve permanent employment within powers;
- Evaluate requests and recommend requests for transfers;
- Appraise staff and make recommendations;
- Identify staff training and development needs and make recommendations through approved channels;
- Oversee implementation of affirmative action;
- Investigate for disciplinary action and make recommendations when chairing disciplinary hearings;
- Recommend accident reports; and
- Approval of trip authorities.
Financial Management:
- Prepare, recommend, control and account for the Division’s Development and Operational budget; and
- Approval of expenditure within approved financial guidelines.
Physical Management:
- Accountable for Divisional physical assets.
Reporting:
- Identify formats for reports of the Division;
- Compile monthly, quarterly and annual reports of the Division for the Director Regional and Local Government and Traditional Authorities Co-ordination; and
- Assist the Director with compilation of Quarterly Progress Report as delegated.
External interface:
- Handle queries around Regional Councils and Local Authorities’ financial matters posed by stakeholders as delegated by the Director
- Act for the next higher post or as instructed.
- Any other reasonable task delegated by the superior.
