Manager ICT – Namibia Investment Promotion and Development Board
Primary Purpose
The Manager ICT is responsible for the overall planning, organising, and execution of all ICT functions and to ensure that the ICT operations are aligned to the Board’s strategy and goals. This position supports and maintains the existing ICT infrastructure, applications, and the development of new technical solutions. The position will work closely with management to identify, recommend, develop, implement and support cost-effective technology solutions for all aspects of the Board’s operations. The position is responsible for the development and implementation of ICT policies, procedures and best practices. Participates in the performance management of the ICT team, monitors the team objectives to ensure the set objectives are achieved.

Key Performance Areas
- Develop and implement all ICT policies and procedures, including those for ICT architecture, security, disaster recovery etc.
- Plan, organise and control the operations of information systems and electronic data processing
- Establish ICT and systems control mechanisms to ensure that ICT risks are identified and mitigated.
- Performs systems software and hardware installation, debugging, testing, and maintenance.
- Integrates system software and conducts integration testing for internal and external interfaces.
- Develops and monitors company-wide security programs, implements and monitors security tools.
- Configures, troubleshoots and performs maintenance on server and related equipment.
- Evaluates and recommends hardware and software products for purchase and or licensing.
- Manages users, e‐mail accounts, logon scripts, ICT policies and access permissions.
- Manages all ICT related projects and ensures that risks, cost, resources and time are well managed.
- Oversee provision of end-user services, including help desk and technical support services.
- Work with stakeholders to define systems requirements for new technology implementations.
- Ensure that all work stations are installed, set up and printers connected
- Advise employees of security breaches and or change of passwords or security status
- Oversees and evaluates system security and back up procedures.
- Manages the ICT vendor software product licensing agreements and maintain contracts as per the terms of engagement.
- Identify ICT training and development needs and recommend suitable learning interventions
- Ensure that the required Audits are carried out and that identified risks are managed and mitigated.
- Undertake other duties as may be reasonably required from time to time
Education and Experience Required
The Manager ICT is required to hold a minimum of a relevant Honor’s degree in Computer science or equivalent qualification with 7 – 8 years’ experience in the ICT environment and at least 3 years should have been in a managerial role. The incumbent should have specific experience and exposure to desktop, notebook, tablet, mobile, server computer hardware as well as local and wide area network design, implementation, and operation (LAN, WAN, WIFI, VPN). Experience should also include exposure to cloud based, shared and outsourced solutions.
