Salary Scale : NS292 444 – NS349 498
Motor Vehicle Allowance : N$89 316.00 per annum
JOB SUMMARY: To plan, direct, control and administer the affairs of the Department by formulating the vision of Council with regard to Infrastructure Planning & Technical Services into policies and ensure that policies are executed in order to accomplish the goals and plans established in the council’s strategic plan and to provide an efficient service to the community. To advise management and council with regard to Infrastructure & Technical Services strategy and operations.

MINIMUM EDUCATIONAL QUALIFICATIONS AND YEARS OF EXPERIENCE
- A Degree in Technical/ Civil Engineering / Land Management or equivalent qualification at NQF Level 7 with 8 years’ experience in Infrastructure Planning & Technical Services with at least 5 years in a middle managerial role.
- Registration with the Engineering Council of Namibia
- Local authority experience will be an added advantage
- Honours and/or Master degree will be an added advantage
- Valid Code B Driver’s License
KNOWLEDGE AND SKILLS REQUIRED
- Highly analytical with good communication skills at an expertise and strategic level (able to get concepts and requirements across to others).
- Very strong logical reasoning ability, attentive to detail but not detail bound.
- Systematic and able to look at solutions conceptually as well as from a practical perspective.
- Able to work with people constructively and use convincing arguments to get people committed to implementation of solutions.
- Knowledge of the Local Authorities Act
- Computer literacy
- Sound Customer orientation
- Sound managerial ability
