Job Purpose:
The Senior Consultant is responsible for obtaining and analysing information towards the promotion and coordination of sector skills, capacity development and taking appropriate actions to respond to private sector skills needs. The incumbent will further conduct labour market analysis and liaise with relevant stakeholders to identify current and future skills needed in priority sectors and for key investment projects. S/he will also be responsible for providing assistance for the facilitation of labour market integration through partnerships and interventions; coordination of sector skills, capacity development interventions and actions to respond to private sector needs. Facilitate productivity assessments to ensure that productivity levels within the country are improved.
Role and Responsibilities:
– Facilitate the alignment of the skills development with labour market demands and economic development
– Administer the mapping and matching skills demanded by investors to those available in Namibia by ensuring that required data is maintained and updated by the relevant institutions i.e. the Namibia Statistics Agencies (NSA), Namibia Training Authority (NTA), Universities, TVET institutions and the Employment Services Bureau
at the Ministry of Labour, Industrial Relations and Employment Creation
– Understand investor skills requirements and ensure skills transfer and development initiatives are coordinated to respond to the labour market
– Develop and maintain a list of Namibia’s scarce and priority skills in respect of which foreign nationals are attracted to the country and coordinate related visa programmes with the Ministry of Home Affairs, Immigration, Safety and Security
– Facilitate engagements with NSFAF and NTA to ensure identified scarce skills are included on the Fund’s priority list and that Namibian students with potential are identified, funded and trained to occupy these positions
– Facilitate the coordination of private sector input in the curriculum of institutions of higher learning to ensure that programmes are responsive to the demands of business
– Facilitate engagements with Government Bodies, Universities, Training Institutions, Labour Unions and businesses to ensure the facilitation and implementation of targeted skills development initiatives
– Coordinate accelerated skills development programmes between local and international institutions of higher learning
– Coordinate the national apprenticeship/entrepreneurship training programme and ensure alignment to the local job market
– Develop and maintain a register of private sector bursary programmes/initiatives, match these to national skills requirements as well as to the NSFAF/ NTA-VET Levy priority areas and identify gap/areas requiring further support and investment
– Facilitate the coordination of assessment of the country’s productivity level and implementation of required institutions/policy framework with a view to improve the country’s employee productivity levels
– Participate in the understanding of the AI and other technological requirements of the labour market and facilitate coordination of scholarships to fast tract these skills
– Undertake any other assignments as may be given by the manager
Qualification and Experience Requirements:
– Minimum Bachelor’s Degree (NQF 7) in Education Training and Development, Human Resource Development, Leadership and Change Management, Finance/Economics, ICT or other relevant field
– 5 years’ relevant experience in the fields of training development, innovation or productivity
– Knowledge of relevant legislative frameworks, understanding of the 4IR and related concepts
