Manager Finance and Procurement – Namibia Investment Promotion and Development Board
Primary Purpose
The Manager Finance and Procurement provides operational management of the Finance and Procurement functions and to ensure the sound and prudent management of the financial affairs of the Board. This position is required to develop and recommend financial and procurement policies, procedures and controls and the correct implementation of such policies. Participates in the performance management of the finance team, monitor team objectives to ensure the set objectives are achieved.

Key Performance Areas
- Develop, recommend and implement appropriate financial and accounting management systems, policies and procedures.
- Collaborate with relevant external experts and specialist on matters of auditing and risk management.
- Monitors and ensures compliance to required financial management standards, laws and regulations.
- Provide oversight of bank accounts and ensure that business instructions to banks are correctly implemented.
- Ensure that fund movements are done in compliance with approved policies and delegation frameworks.
- Develop and maintain asset registers and ensure adequate asset control and protection.
- Develop and recommend procurement management procedures and ensure strict control and adherence.
- Develop procurement transaction record keeping and tracking mechanisms and create awareness.
- Develop and recommend budget planning, control and administration mechanisms
- Monitor the implementation of the budget and provide guidance when budget deviations occur.
- Ensure that expenditure approvals are done in accordance with the delegation of authority framework.
- Provide timely and accurate management reports to enable optimal decisions making.
- Provide assurance on reporting, governance and compliance systems, controls, policies and standards.
- Ensure that the required audits are carried out timely and that identified risks are managed and mitigated.
- Undertake other duties as may be reasonably required from time to time
Education and Experience Required
The Manager Finance and Procurement is required to hold a minimum of a relevant Honor’s degree in Finance / or an equivalent qualification. Completion of Articles is required. Chartered Accountancy or similar professional qualification is an added advantage. 6 – 8 years’ experience and at least 3 years should have been in a managerial role.

- Strong understanding and experience of VAT, VET Levy, PAYE and any other relevant legislation
- A good understanding of data privacy and confidentiality standards
- Ability to manage multiple concurrent projects and complex assignments
- Ability to establish and maintain positive working relationships with key stakeholders.
