Job Purpose:
To lead the Legislative and Operational Policy Unit.

Minimum Qualifications:
- A relevant, internationally recognised Master’s Degree (NQF 9).
Minimum Experience:
- Eight (8) years’ relevant experience.
Professional Registration:
Admission as Legal Practitioner.
Valid Drivers’ License.
Professional certification or accreditation will be an added advantage.
Key Performance Areas:
- Accountable to the Director General Domestic Taxes regarding the overall performance of the Legislative and Operational Policy Unit of the Domestic Taxes: Legislative and Operational Policy Department
- Manage the Legislative and Operational Policy Unit of the Domestic Taxes: Legislative and Operational Policy Department including overseeing the Manager: Taxpayer Accounting and Returns Processing; Manager: Systems and Taxpayer Registration Services and Guidelines; Manager: Debt Management, Compliance and Investigations; Manager Legislative, Objections; and Personal Assistant.
- Oversee the development, review and implementation of all relevant policies, procedures, and protocols.
- Participate in the strategic- and operational planning and execution processes of NAMRA.
- Implement the Departmental Operational Plan within delegation of authority.
- Monitor and evaluate the departmental performance against strategic- and operational plans.
- Oversee the management of the Systems and Taxpayer Registration Services and Guidelines function; Debt Management, Compliance and Investigations function; and Legislative, Objections function.
- Make recommendations for amendments to tax policies and follow up all updates on legislation practice notes, rulings, and amendments.
- Guide and lead the Legislative and Operational Policy Unit of the Domestic Taxes: Legislative and Operational Policy Department and oversee the implementation of performance management to capacitate the Department in executing its functions aligned with NAMRA’s vision and mission.
- Account for the compilation, submission and execution of annual Departmental budgets to the Director General Domestic Taxes.
- Develop and prepare funding proposals and reports against project and programme-based budgets.
- Maintain prudent financial management and reporting controls.
- Establish and maintain strong internal and external stakeholder relations and collaborate with relevant industry stakeholders as required.
- Any other function delegated or related to the position.
