Opportunity | Duty Description
The Senior Monitoring and Evaluation Specialist will be responsible for leading the design and implementation of the organization’s monitoring and evaluation framework and information system to track delivery against targets, outcomes and impacts of all programmes. He/she will lead analysis of data collected for assessment of progress and areas of improvement and overall data management. He/she will guide reporting processes amongst sub-partners and technical staff and consolidate programme reports. He/she will promote learning and knowledge sharing of best practices and lessons learned.
Opportunity | Duty Requirement(s)
- Master’s degree in epidemiology, public health, statistics, or monitoring and evaluation or equivalent experience is required
- Minimum 10 years programme management/technical experience
- Demonstrable leadership, organisational, managerial and communication skills
- High user level of Microsoft applications and databases and conversant with SPSS, SAS, STATA, or Epi-Info
- Demonstrated experience in setting up and managing M&E systems that track performance as per the objectives of HIV/TB projects (e.g. service integration and performance against each result area)
- Good working knowledge of donor programmes such as USAID, GFATM and PEPFAR is required
- Excellent understanding of epidemiology, principles of evaluation in a public health setting, and research
- Ability to analyze, understand and discuss new programme design, management, and implementation approaches
- A good working knowledge of statistics and data analysis is required
- Strong written and oral English communication skills
- Valid Code BE Driving license and ability to travel
TECHNICAL RESPONSIBILITIES:
- Assist with development and updating of the Performance Management Plan for each project, including decisions on and definition of key indicators, targets, and systems for measurements
- Lead the development, design and modification of data collection and reporting tools as per standardized programmatic approaches
- Ensure adherence to established work plans and donor guidelines, policies, and priorities
- Collect, aggregate, analyze and prepare data for reporting to PHN Head Quarters and to donors on a monthly, quarterly, and annual basis ensuring timely submission of reports
- Assist sub-partners to develop strong M&E systems that will allow accountability for programming to PHN and the donor
- Design the overall measurement system for the project to include outcome measures at the end of the project
- Provide updated technical information to sub-partners as it becomes available.
- Design practical training courses for various target audiences in the implementation of PHN programmes, monitor and evaluate, use M&E data and report progress to key stakeholders.
- Respond to requests from sub-partners, MoHSS and other stakeholders for information and technical assistance on monitoring and evaluation and research activities.
- Contribute to the planning, development, and implementation of data systems, products, and services to integrate national data collection systems and ensure data quality, security, utilization, and harmonization
- Participate in the development and implementation of operational research, including the dissemination of findings
- Organize and coordinate regular/quarterly review meetings for all programmes
- Regularly monitor and technically support PHN regional QI/QM teams
- Provide training and mentoring support to partners and staff to ensure the implementation of strong M&E systems
- Provide managerial support and mentorship to M&E Officer and other PHN staff and sub-awardees where appropriate
- In collaboration with the M&E Officer conduct monthly reporting and data verification visits to sub-awardees
- Facilitate informal training sessions to ensure in-house staff and partner staff are up to date with monitoring and evaluation and supervision protocols
- Conduct regular field visits / supportive supervision visits to all programme sites (including sub-awardees) in line with USAID’s SIMS requirements and Global Fund verification activities
- Represent the organization at relevant fora. Perform other reasonable duties as assigned by senior management
