The Development Bank of Namibia (DBN) was established under Act 8 of 2002 with a vision to play a pivotal role in Namibia’s economic development and upliftment. Purpose of the Role
The Chief Executive Officer (CEO) is accountable to the Board and leads the strategic direction and execution of the Development Bank of Namibia’s mandate. As the principal driver of institutional performance, the CEO shapes a mandate-focused culture, advances sustainable growth, and forges strategic partnerships to deliver impactful development outcomes.
The CEO ensures operational excellence, financial sustainability, and effective risk management while positioning the Bank as a trusted development partner. In collaboration with government, funders, and stakeholders, the CEO plays a national leadership role in mobilising resources, strengthening capability, and aligning the Bank’s efforts with Namibia’s socio-economic priorities.
Key Performance Areas
•Strategic Leadership and Organisational Culture
Leads with visionary, mandate-focused leadership, fostering a values-driven, high-performance culture that promotes accountability, collaboration, and outcomes-based leadership, ensuring alignment with the Bank’s development mandate and continuous readiness for change.
•Strategy Implementation and Performance Management
Ensures that the Bank’s long-term strategy and annual business plans are fully aligned with national development priorities.
•Stakeholder Engagement and Strategic Partnerships
Leads the cultivation of strategic partnerships and high-level engagements with government, regulators, financiers, and development partners.
•Financial Sustainability and Developmental Performance
Balances financial soundness and developmental returns, steering the Bank toward long-term sustainability.
•Governance, Policy Oversight, and Compliance
Upholds institutional credibility through robust governance, ensuring that policies, regulatory compliance, and fiduciary responsibilities are fully embedded within the Bank’s operations.
•Business Systems and Operational Integration
Champions the integration of enterprise systems and digital solutions that drive operational efficiency, real-time data insights, and internal cohesion.
•Institutional Capacity and Resource Alignment
Ensures that the Bank’s structures, skills, and resources are optimally aligned to support its strategic direction.
•Corporate Projects and Innovation Delivery
Provides executive oversight of cross-functional projects that drive innovation and national impact.
•Brand and Reputation Management
Ultimately accountable for the brand position and credibility of the Bank.
Minimum Qualifications & Experience Requirements
•Master’s Degree in Business Administration or Business Management/Strategic Management/Finance/Leadership at NQF 9 level.
•A minimum of 10 years’ related experience in the financial services/banking industry at Strategic Leadership and Executive level.
