DRA Projects is searching for a qualified local individual for their project based in Rosh Pinah in the Karas Region, Southern Namibia This position is based on a Limited Duration Contract.
The purpose of the position is to manage adherence to DRA HSE policies, procedures and standards and to ensure compliance to site, client specific and legislative requirements as well as plant production performance criteria. The position also ensures all Client and Company policies and procedures are adhered to at all times and that all required records are maintained. The key role will assist in building a safety culture that causes no harm to the people, environment and the companies involved. Responsible for continual monitoring all process parameters to ensure the safe and effective operation on site.
DUTIES INCLUDE, BUT NOT LIMITED TO:
Carry out the duties as set out in the relevant legal instruments.
Advise the construction management team on HSE-related feedback and concerns.
Adequately respond and deal with HSE-related challenges identified.
Ensure all key site personnel are familiar with applicable legislation including DRA policies and procedures.
Maintain effectiveness and open communication with all members of the DRA Team and Contractors.
Highlight and coordinate potential HSE risks/impacts derived from deviations from the project schedule with construction teams.
Actively engage and communicate with the teams including discipline supervisors at their workplace.
Adopt an effective coaching approach for the development of all team members.
Maintain and implement DRA HSE Management requirements including the Behavior Management Program elements.
Coordinate the effectiveness of change management related to HSE aspects.
Co-ordinate the capturing of non-conformities and opportunities for improvement including effective close-out.
Coordinate the compliance and inspections of DRA infrastructure and report on any deviations.
Coordinate the effective implementation of permit-to-work systems.
Coordinate the effective onboarding of personnel and equipment on the project.
Monitoring HSE targets and objectives – Provide feedback on the level of implementation and achievement of objectives. Facilitate the development of weekly and monthly reports for timeous distribution.
Facilitate the implementation of effective risk management processes.
Co-ordinate health and hygiene monitoring on-site and ensure that the response and reports of deviations are brought to the attention of the project team.
Coordinate environmental monitoring results and response to reports and deviations brought to the attention of the project team. Coordinate the effective implementation of project emergency processes and drills.
Record keeping and retention of all projects HSE-related correspondence and documentation for system review and auditing purposes. Facilitate/coordinate the training of all personnel in project induction and relevant topics.
Facilitate and encourage the reporting of HSE events, collate the data and facilitate the implementation of action plans to address trends.
Effectively escalate all incidents as per established procedures.
Participate in/facilitate investigations to determine root causes and corrective actions to prevent repeat incidents.
Identify the need for changes to processes, procedures, and standards and follow through to closure.
Coordinate effective close-out of all incidents.
Conduct a review and approval of the contractor’s documentation during onboarding and identify and close out gaps.
Audit and/or co-ordinate monthly audits on contractors and monitor action plans and close-out.
Develop action plans to respond to negative indicators to reduce occurrence in consultation with the construction management team. Promote reinforcement of sound HSE practices on an ongoing basis.
Maintain effective communication with contractors and suppliers to achieve project objectives.
Maintain the company’s electronic HSE management system.
MINIMUM REQUIREMENTS:
Minimum Grade 12 or equivalent.
Tertiary education qualification of SAMTRAC, COMSOC1 & 2 or equivalent.
HSE-specific training appropriate to the role.
Professional registration with a recognized professional body.
MINIMUM EXPERIENCE:
Must have a minimum of fifteen (15) years of experience in a Project Site Environment with multi-disciplines in a mining environment. Must have a minimum of five (5) years of experience in a Managing Contractor role as an HSE Manager.
Demonstrated knowledge and experience in the implementation of behaviour management and culture change programs. Demonstrated experience in working with ISO45001-accredited systems.
