A. MAIN PURPOSE OF POSITION
The Chief Executive Officer is overall accountable and responsible for the day to day management, leadership and strategic direction to achieve the vision and mission of Council’s objectives. The incumbent has to ensure that the relevant provision of the Local Authorities Act. (Act 23 of 1992) is implemented in order to ensure continuous improvement in terms of sound business principles.
B. JOB SPECIFICATIONS
Minimum Educational
Qualification Requirements • A recognized Honours/B. Degree in Business Administration, Public Management, Finance, Economics or Commerce ** MBA in any of the above fields will be an added advantage ** Proven record of accomplishment in Management. Leadership, or HR ** Qualifications must be accompanied by an academic record ** ** must be a Namibian citizen ** Code B drivers’ license
Minimum Experience • 8 years working experience of which 5 years should be at Middle-. Senior-/ Executive Management Level in a Local Authority environment.
KEY PERFORMANCE AREAS
⦁ Accounting Officer in terms of the Local Authorities Act. Act 23 of 1992, as amended
⦁ Implement and maintain the 5 year strategic long term plan aimed at effective and sustainable Local Authority service to promote Outjo
⦁ Staff productivity and accountability.
⦁ Ensure cost effective management and administration of budget
⦁ Provide effective and profitable management and administration of Council affairs
⦁ Corporate Governance & Risk Management
⦁ Town management, by virtue of relationship network, strategic partnership & stakeholder engagement
⦁ Strategic, financial and administrative leadership
Competencies (Knowledge, Skills, Attributes) ⦁ Good understanding of the Local Authorities Act 23 of 1992 as amended and other Local Authority governing instruments
⦁ Good understanding of the Public Procurement Act (Act 15 of 2015)
⦁ Thorough knowledge of the Public Private Partnership Act (Act 4 of 2017)
⦁ Knowledge of the National Development Plans
⦁ Understand the dynamics and relationships within the Local Authorities environment
⦁ Ability to translate strategies into strategic and operational activities
⦁ Ability to network at corporate and political level
⦁ People management skills in coaching, mentoring team, goal structuring and performance management
⦁ Thorough knowledge of Project Management & administration of capital projects
⦁ Knowledge & understanding of the working of Municipal financial systems, financial management including budgeting process, tax & risk management skills
