VACANCY
The Electricity Control Board (ECB) seeks the services of a suitably qualified, experienced and competent person to join its workforce in the following positions:
EXECUTIVE: LEGAL AND REGULATORY AFFAIRS (WINDHOEK)
Key Performance Areas:
Legal Services
Instruct counsel and external legal advisers and representation on appeals, reviews of decisions and other issues as may be required.
Liaise with legal representatives, where required, to assist in formulating of evidence for submission.
Appear in court hearings to give instructions to the advocate and external legal counsel.
Advise and provide legal opinion to the CEO, Directors, and other staff on the ECB’s underpinning legislation and other national and internal laws affecting its operations.
Draft and assist in drafting, formulating, and reviewing business contracts and agreements.
Draft and assist in the drafting and review of company operational policies and procedures.
Assimilate tender documents into contract documents.
Advise ECB management and the Board of Directors on the correct interpretation and application of legislation.
Advise across the company on the legal impact of current and envisaged policy proposals.
Represent the ECB at legal platforms, working groups and conferences as appropriate, including those organised by industry and other professional bodies.
Ensure that all legal opinions and advice commissioned by the ECB are implemented correctly.
Regulatory and Stakeholder Affairs
Responsible for issuing licenses and managing the licensing process.
Overseeing and coordinating the management of licensees.
Monitor and enforce license conditions and compliance by the licensees.
Manage the handling of complaints through investigations, and mediation and public hearings where required.
Conduct research on the needs and expectations of relevant stakeholders.
Develop an effective dispute resolution mechanism.
Benchmark national and international best practices and ensure the adoption of regulatory tools and instruments relevant to the job description of legal and consumer regulatory affairs for the ECB.
Develop and implement all relevant regulatory tools.
Leadership
Provide good management, direction, planning and organising of the department (Budgeting, Strategic Planning and Execution, and People management).
Manage employee performance effectively and take corrective action as necessary on a timely basis and in accordance with company policy.
Provide business reports as and when required and in line with set formats and timelines.
Implement a departmental score card.
Professional Development
Take self/career development responsibility by setting and achieving personal goals for the staff and self.
Participate in regular skills development workshops.
Stay updated on emerging trends through ongoing research.
Requirements
Minimum Educational Qualification and Work Experience (NQF Level):
A relevant master’s degree in law (LL.M), business (MBA), renewable studies, economics, and Energy Studies (NQF Level 9).
Ten (10) years’ experience of which five (5) years should have been at Managerial role or Senior Managerial role.
Added Advantage:
An Admitted Legal Practitioner.
Certified Regulatory Specialist.
Certified Engineer.

Knowledge of National Regulated Standards and Technical Regulations.
Knowledge of relevant laws: corporate laws, contract laws, and regulatory laws.
