VACANCY
The Electricity Control Board (ECB) seeks the services of a suitably qualified, experienced and competent person to join its workforce in the following positions:
HEAD: OPERATIONS AND INTERNATIONAL AFFAIRS (WINDHOEK)
Key Performance Areas:
Operations Management
Oversee the implementation of ECBs operational initiatives to meet strategic objectives as per the Integrated Strategic Business Plan.
Cascade and implement relevant strategic imperatives from the Strategic Scorecard to divisional scorecard and operational plan.
Assess internal operations and identify areas for process improvement and enhancement.
Administrate and account for all expenses incurred by the division.
Maintain an accurate database of the ECB’s national and international stakeholders.
Conduct baseline research for the list of events and training opportunities.
Proactively contribute to internal strategic stakeholder engagements and accompany the CEO to relevant international forums.
Manage miscellaneous tasks.
Integrated Reporting
Co-ordinate and facilitate the compilation of the Annual Report.
Co-ordinate the compilation of the CEO’s Quarterly report.
Consolidate the Quarterly Management Report.
Consolidate the RERA, AFU, and all other international organisations’ reports where ECB is participating.
Compile quarterly and annual reports on the Division’s engagement with cooperating partners and participation in national and regional regulatory initiatives.
International Collaboration
Serve as the focal point for all international cooperations (e.g. RERA, AFU, etc.).
Oversee and coordinate that ECB participates in all approved regulatory associations at regional and continental levels in which it is a member.
Develop an International Engagement strategy and implementation plan for ECB and manage strategic and operational risks.
Develop appropriate guidelines and procedures for international engagements.
Develop a framework for partnerships and co-operation with other organisations and international donors and sponsors.
Coordinate bilateral interactions with other regulators and stakeholders for projects, information sharing and capacity building purposes.
Initiate funding proposals to mobilise development funding for the ECB’s programmes, and international and national initiatives relevant to ECB’s mandate.
Provide support to activities related to ECB’s participation in National and International regulatory initiatives and organizations in which ECB is a member, including preparation of information packs for delegates as required.
Assist in the production and dissemination of information relating to international and regional regulatory initiatives in which ECB is involved.
Compile and circulate list of energy related International Events and Training Opportunities on a quarterly basis in consultation with Manager: HR.
Represent ECB, on instructions from CEO and/or the Executive Management, at any association or where ECB participates.
Leadership
Manage the Office of the CEO Operations and International Affairs function.
Supervise direct reports, including managing performance, coaching, mentoring, formal development, and corrective initiatives, as appropriate.
Professional Development
Take self/career development responsibility by setting and achieving personal goals.
Participate in regular skill development workshops.
Stay updated on emerging trends through ongoing research.
Requirements
Minimum Educational Qualification and Work Experience:
A relevant bachelor’s degree in any of the following areas: Business Management, Administration, Law, Engineering, Finance or Economics (NQF Level 7).
Added Advantage:
A Postgraduate Diploma / Honours qualification in Operations Management, Renewable Energy and Energy Studies, Engineering, Economics.
Completed an accredited Management Development Programme (MDP)
Competencies:

Knowledge of relevant laws, regulations, and compliance requirements.
