Minimum Requirements: An appropriate Diploma on NQF L6 majoring in accounting. An
appropriate B-Degree on NQF L7 majoring in accounting will be an added advantage
JOB DESCRIPTION
- Technical Advisor to the Division on allocated sector budgeting development and
provide advise
- Overall supervision, coordination and monitoring of all activities of the Sub- Division of
allocated sector
- Asses capacity and identify training needs in the Sub- Division to improve performance of staff members and assist the Deputy Director on overall staff recruitment
- Assist with the arrangement and co-ordination of sector meeting s and provide secretarial services for sector’s meetings
- Analyse draft budget proposals for both expenditure and revenue, ensuring that budgets are descriptive, i.e. both by programme and line item performance oriented , dynamic and in the prescribed format
- Analyse and streamline the draft medium term budget proposals to ensure that proposals are in line with Ministerial Objectives/Sector Objectives/ National Development Plan
- Participate in the formulation of the Medium Term Expenditure Framework and respective Cabinet Submissions
- Assist with the drafting of the Budget Speech for presentation to parliament
- Assist to invite ,evaluate, analyse and facilitate the budget proposals and discussions with
Offices, Ministries and Agencies
- Issue preparation guidelines to votes for the preparation pf revised/main budgets of the
O/M/A and assist them in preparing their budgets in line with requires formats
- Assist to formulate the Details Estimates of Revenue and Expenditure for presentation to
Parliament
- Perform any other activities as assigned by the Deputy Director and other Senior Officials
