MANAGER: CONDUCT AND COMPLIANCE
DIVISION: MARKET CONDUCT
THE POSITION REPORTS TO THE GENERAL MANAGER: MARKET CONDUCT
JOB PURPOSE:
To regulate the sector in order to secure an appropriate degree of protection for the public, reducing financial crime and to ensure the effective functioning of regulated entities.
KEY ACCOUNTABILITIES:
- Manage applications from intermediaries in line with relevant legislation and procedures;
- Pro-active supervision of regulated entities aligned to international best practice, rules and internal processes;
- Ensure the approved annual inspection plan is carried out in accordance with international standards and within agreed time frames;
- Manage the departmental budget and staff, and attend to other administrative duties in line with the Organizational and Departmental Strategic Objectives;
- Manage stakeholder relations by:
o Providing professional advice to industry on the interpretation of laws and regulations;
o Actively participating in industry consultations and meetings as required;
o Liaising with stakeholders such as Bank of Namibia, Ministry of Finance, Office of the Attorney-General and fellow regulators on issues of mutual concern.
- Manage the analysis of relevant periodic reports and summaries of statistical information concerning the industry;
- Enforce compliance with relevant legislation, and ensure corrective action is instituted for non-compliant regulated entities;
- Assess/review the effectiveness of the regulatory and supervisory framework by researching on international best practice principles;
- Ensure regulated entities are categorized in terms of the Supervisory Ladder of Intervention;
- Prepare the departmental risk register and continuously evaluate the risks and audit findings, to ensure risks are kept at a minimum.
QUALIFICATIONS AND EXPERIENCE:
Professional:
- Honours Degree in Economics / Finance /Law or related field; or
- Certified Theory in Accounting/Honours or equivalent and
Chartered Accountant designation; or
- LLB (or equivalent) and admission to practise as a Legal Practitioner
- 8 years’ relevant experience, of which 3 years should have been at a supervisory level
- Financial sector related work experience will be an added advantage
OR
Graduate:
- Degree in Economics / Finance /Law or related field; or
- 10 years’ relevant experience, of which 3 years should have been at a supervisory level
- Financial sector related work experience will be an added advantage

REMUNERATION:
