Introduction
Farming for Resilience (F4R) project works a long side, the Ministry of Agriculture, Water, and Land Reform.F4R objective and services are:
▪ Policy and technical advisory services
▪ Advice on improvement of framework conditions for small-holder seed multiplication
▪ Targeted measures to strengthen agricultural productivity and climate resilience of small-holder farmers and production systems
▪ Targeted measures to improve food and nutrition’s security in Namibia
▪ Procurement and logistics
▪ Capacity development intervention for relevant stakeholders
Specification
The Project Finance Administrator is responsible for:
▪ smooth functioning management of financial administration, such as cash withdrawal, keeping the cashbook, bankbook, bank account, preparing and verifying vouchers in line with GIZ standard procedures and systems/Programs and in accordance with the signed authorization agreements
▪ Invoice checking for local contracts and procurement of goods/material
▪ preparing projects’ vouchers and present them to the bookkeepers at GIZ Office according to GIZ rules and regulations, internal control manual, by using GIZ standard systems
- Financial Administration
▪ handling invoice check process for local consultants’ contracts.
▪ ensures that the proof of performance of consulting services is documented appropriately
▪ checks and prepares invoices for payments according to GIZ rules and regulations
▪ prepares and handles cash and bank payments according to GIZ Rules and Regulations
▪ monitors cashboxes and safe contents and keeps lists updated
▪ monitors bank accounts’ operations and regular bank reconciliation
▪ prepares for internal and external audits
2.Administrative Services
▪ coordinates and organizes appointments for the team (other meetings) and rooms.
▪ supports and organization of events (meetings, workshops, training, seminars) within or outside the project.
▪ check travel claims statement of staff for approval by superior and process them for reimbursement.
▪ ad hoc task on request
Requirements
▪ University Degree in Accounting/ Finance Administration or related field
▪ Valid driver’s license (please submit certified copy)
▪ At least 3 – 5 years’ experience in accounting, finance and/or bookkeeping
▪ Extensive experience in administration
▪ In-depth knowledge of financial planning and accounting
▪ Excellent communication and cooperation skills
▪ Good interpersonal skills
▪ Ability to work in a team, flexibility
▪ Committed and reliable
▪ Ability to work well under pressure
▪ Good working knowledge of ITC technologies and related software, phone, fax, email, the internet) andcomputer applications (e.g. MS Office)
▪ Fluency in spoken and written English
▪ broad experience of administration
▪Willingness to upskill as required by the tasks to be performed
