The Organisation
The Namibia Civil Aviation Authority (NCAA) is a parastatal established by section 8 of the Civil Aviation Act of 2016 (Act No. 6 of 2016). One of the objectives of the Authority (section 9) is to control, regulate and promote civil aviation safety and security in Namibia. An additional function is the provision of Air Navigation Services (section 10(2).
The Role
The Executive Director is the chief executive officer of the NCAA, who is solely and directly accountable to the Board of Directors for the NCAA’s performance in achieving its strategic priorities and operational objectives whilst creating a culture of excellence within the NCAA. The Executive Director is also accountable for aviation safety and security oversight, ensuring regulation of air transport and service provision to all relevant stakeholders of the aviation industry in Namibia. The Executive Director must set and ensure the effective execution of the business operations of the Authority with the aim to deliver the NCAA’s statutory mandate, ensure the sustainable growth of the Authority and promote communication with all interested parties on aviation safety and security.
Minimum Qualifications Requirements:
University degree in one or more of the major fields in aviation industry such as Aeronautical Engineering, Aviation Safety and Security, Law, or equivalent, plus a post graduate diploma in Aviation management.
Minimum Experience Requirements
Minimum of 12 years’ experience in a civil aviation industry of which 7 years must have been at senior management level. Completion of a Senior Management Leadership development programme, or equivalent, will be an added advantage.
