SUMMARY OF DUTIES AND RESPONSIBILITIES:

The United Nations Population Fund (UNFPA), the leading UN organization in Reproductive Health and Population and Development, is recruiting a Programme Analyst: Monitoring and Evaluation/Data for Development (M&E/DfD) in the Namibia Country Office.
Job Purpose:
Under the overall guidance of the Representative and the direct supervision of the Assistant Representative, the Programme Analyst: M&E/DfD oversees the UNFPA Country Office (CO) “big data” agenda and ensures the effective management of UNFPA activities in the areas of Strategic Information, Monitoring & Evaluation, Data and Planning. S/he drives UNFPA’s reinforced and reinvigorated strategic information focused on assessing progress in implementing Adolescents Sexual and Reproductive Health and Rights (ASRHR), Gender Based Violence (GBV) and HIV Prevention policies, identifying and analyzing programmatic gaps at national level. The incumbent plays a pivotal role in providing the evidence needed by the Namibia CO to fulfil its strategic role in the country through data analysis on the status and trends in ASRHR, GBV, HIV Prevention and Family Planning, including modelling and mapping, to quickly and efficiently assess the impact of past efforts and chart the way forward. In addition, he/she will support the Government efforts to ensure that population issues are central to national development initiatives to promote social economic development in the context of the country’s demographic dividend.
KEY / MAJOR RESPONSIBILITIES
Monitoring and Evaluation:
- Leads in the development of UNFPA Country Office Programme M&E Plan and coordinates its implementation by making sure that the Plan is yearly reviewed and adjusted Ensures country programme planning, monitoring and evaluation processes relate to the national development framework, the Common Country Assessment (CCA) / United Nations Partnership Framework (UNPAF) and the UNFPA Strategic Plan and Sustainable Development Goals (SDGs);
- Undertakes causality analysis, constructs a chain of results and assesses the quality of Country Programme results and resources framework;
- Collaborates closely with UN counterparts in the context of UNPAF to ensure the alignment, simplification and harmonization of planning, reporting, monitoring and evaluation. Represents the country office in monitoring and evaluation working groups in the context of the UNPAF and other national processes;
Data for Development:
- Undertakes analysis of national and subnational trends, gaps, challenges in addressing major P&D issues in Namibia, to identify strategic entry points for new initiatives, planning future strategies, or strengthening existing work to advance the ICPD Agenda and Agenda 2030;
- Supports the CO’s efforts in generating knowledge from country programme implementation by synthesizing and documenting key findings and lessons learned, success stories and best practices and drafting relevant materials for
- Provides technical guidance and support to Namibia socio demographic and economic survey other relevant surveys
Education/Academic Requirements:
- Master’s degree in statistics, social sciences, demography or population studies, economics or similar field;
- Postgraduate training in research and development an added advantage.
Knowledge & Experience:
- 3 to 5 five years’ of increasingly responsible professional experience in development, including the reproductive health/ population field, preferably with M&E focus;
- Recognized expertise in monitoring and evaluation, research or related field
- Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy;
- Adept at queries, report writing and presenting findings;
- Experience in working with government institutions, NGOs and/or national and international development partners;
- An understanding of the UN system in general, UNFPAs mandate in particular would be an added value;
- Practical programming and strategic planning experience.
Computer Skills:
- Proficiency in current office software applications.
- Proficiency in Atlas, PeopleSoft, and other computerized applications used by the UN
Languages:
Fluency in English; knowledge of other official UN languages is desirable.
