Purpose of the Job: The Project Manager position has been created to lead a large European (EU) funded Solid Waste Management (SWM) project in Namibia The role is required to lead a dynamic implementation of the recycling initiative with more emphasis on the adoption of circular economy concept in waste management for the City of Windhoek in collaboration with the Free Hanseatic City of Bremen. Synergies will be required to build among other key stakeholders to integrate the project where possible with other national and international partners. KEY PERFORMANCE AREAS: Manage and coordinate project activities, from substantive, administrative and financial points of view, applying strategic planning and systematic coordination of solid waste management project activities. Professional leadership to teams is provided, key roles and responsibilities for the team are set, day to day performance and progress is ensured, staff is updated on the organizational changes and strategic goals; Monitoring of expenditures and procurement plan required for the project, project financial reports are monitored, cash flow is in line with planned activities; Project procurement needs are addressed timely and according to the policies and procedures in close collaboration with the City of Windhoek; Identify any support and advice required for the management, planning and control of the Project. Ensure timely preparation and compilation of the Project Annual/Quarterly Work Plans and Progress/Final substantial and financial reports and its submission to EU as appropriate. Prepare monthly report on key project activities, issues and required action points. Prepare the project semi annual progress reports (progress against planned activities, update on risks and issues, expenditures), annual review report and final review reports, and submit them to EU as appropriate. Perform other duties that may be required by the Chief: SWM Division and the Free Hanseatic City of Bremen. | |
QUALIFICATION REQUIREMENT: Bachelors degree (Hons) or equivalent in Environmental Engineering, Health and sanitation or related Environmental Science/Management field. Masters degree in the above fields is an added advantage. REQUIRED SPECIALISATION: Several years of professional experience in the field of Waste Management and Recycling Projects Development. EXPERIENCE REQUIREMENT: Minimum of five (5) years of previous experience in a consulting environment, working on solid waste management or related projects. Preferable three (3) years of project management experience coordinating and managing tasks and projects and interacting with clients. Managerial experience in the field of development cooperation including in grand management. Ability to travel as need for team meetings, client consultations, onsite inspections, business development activities, etc. Experience in the use of computers and office software packages (MS Word, Excel, PowerPoint, Access, Project etc.) LEGAL REQUIREMENT: Code B/BE driver’s license. KNOWLEDGE: Working knowledge on Zero Waste to Landfilling and Circular Economy. Sound understanding of integrated Solid Management including, recycling, design and remanufacturing of goods. Knowledge of recycling industry. SKILLS: Excellent writing and verbal communication skills with attention to detail, time management skills. |
