Primary purpose of the position:
The Specialist: Infrastructure and Technology is responsible for the coordination and administration of
technology and standards related to telecommunications, broadcasting, infrastructure and electronic
transactions. The incumbent further executes approved projects within the division.
Key Performance Areas:
Technical Operations, Infrastructure and Technology
• Assists with the assessment of the status of Infrastructure Sharing agreements as delegated;
• Deals with all technical resources, telecommunications and broadcasting infrastructure issues that are
delegated; and
• Monitors the latest trends in telecommunications and broadcasting technologies and provide adequate
analysis for decision making.
Electronic Transactions
• Participates in the development of the regulatory framework for electronic signature, accreditation,
security services and product in accordance with supervisor delegation;
• Administers the implementation of the necessary technical infrastructure for the accreditation of
electronic signatures as delegated;
• Assists with the administration of the technical evaluation of electronic signature accreditation
applications; and
• Keeps accurate record and registers for all accredited e-signature registrars.
General Administration and Coordination
• Prepares and submits a bi-annual Access and Infrastructure Sharing administration reports to supervisor;
• Prepares reports for management as and when required;
• Drafts response letters pertaining to access and Infrastructure Sharing queries and enquiries;
• Liaises with service providers to obtain reports as required by Infrastructure Sharing and access; and
• Keeps up to date with developments in area of expertise and access and Infrastructure Sharing.
Education, Experience and Skill Requirements:
• A Bachelor Degree in Electronics, Computer, Communications or ICT;
• Three (3) to Four (4) years’ experience within the Telecommunications, Engineering, and/or ICT industry;
• Basic Project Management skills will be an advantage;
• Knowledge to identify and resolve Infrastructure Sharing challenges;
• Understand the Principles of Infrastructure Sharing;
• Valid Driver’s Licence, Code BE; and
• Shortlisted candidates will be required to submit proof of Namibian Police clearance.
