MAIN PURPOSE OF THE JOB:

Supervises and maintains systems and procedures aimed at ensuring efficiency in all aspects of pay administration including preparation, documentation and disbursement of payroll transfers and payroll taxes. Responsible for the preparation of statutory returns to the relevant government departments.

Key Performance Areas:

• Payroll Administration and Services: Processes and collates all payroll related data and ensures correctness (investigate deviations); Ensures that all payments made via payroll are within Company Policy; Ensures adherence to payroll cut-off dates and relevant deadlines; Ensures that adequate steps are taken to maintain the confidentiality of payroll data; Checks salary reconciliations before actioning payments / deductions; Handles all payroll related queries by deciding on the appropriate feedback and corrective action to be taken to resolve the query; Checks court order and garnishee deductions and informs relevant employees thereof; Verifies that all statutory payments (Medical Aid, Provident Fund, Social Security) are made by checking/analyzing variances; Executes the Year End and Tax Year End procedures; Continuously investigates payroll administrative and business processes in order to improve and implement effective and efficient changes as required; Ensures the printing and distribution of pay slips; Verifies data necessary for accurate payment of Salaries, Third Parties, Provident Fund, Medical Aid, Social Security; Ensures effective document control and filing of payroll related information.
• Accurate Payroll Payments: Uploads data into the correct codes (LSMW); Runs a preliminary payroll check for errors and takes corrective action when necessary; Co-ordinates the final run by checking accuracy of data and ensuring that employees are paid on designated pay days; Supervises the process of payroll payments ensuring timely, valid and accurate payment data is provided to the Financial Accounting section for payment.
• Payroll Reconciliations Effectiveness: Prepares monthly Staff Debtor information and provides accurate data to Finance Section; Clears Customer accounts monthly and initiates appropriate action to resolve outstanding items; Ensures that reconciling items on the reconciliation between Payroll and the General Ledger are cleared timely and identifies route cause(s) of reconciling items to avoid repetition of the item; Ensures timely and accurate preparation of Vendor reconciliations and that reconciling items are cleared. (Pension/Provident Fund, Medical Aid/Garnishee Orders, Maintenance Orders).
• Statutory Payments: Preparation of the relevant submissions to the Namibian Receiver of Revenue. (Payment request, PAYE form etc.); Prepares relevant submission to the Provident Fund, Medical Aid, Social Security.
• Payroll Systems Effectiveness: Implements and ensures maintenance of financial procedures and systems related to Payroll systems administration; Ensures that employees are paid correctly and the overall salary bill is accurately accounted for; Ensures that company policies and legal requirements are adhered to in the physical safe-keeping of relevant accounting records, documents; Implementing and maintaining up-to-date records of legislation applicable to the payroll and providing advice to management regarding the payroll related functions and implementations e.g. what and how certain formulas are applied in various contexts within the payroll and time management module system; Maintains SAP Payroll module by using SAP skills and knowledge to do identify new requirement, troubleshoots system problems, identifies programmes for data uploads and tables with relevant information in line with legislation and processes changes for submission to the CGNPC SAP specialists; Supervises payroll related projects.
• Information Effectiveness: Conducts tests on wage types, ensures that these are calculated correctly, prints pay slips and transfers data to correct codes;
• Generates the month-end reports, scrutinizes correctness, distributes to the respective parties and upload on the system for payment; Co-ordinates and controls reconciliation of payroll accounts on the General Ledger and Balance Sheet on a monthly basis.

Requirements and experience:

• Grade 12 with BCom in Accounting/Management Accounting alternatively BTech/B Degree in Human Resources Management or related field with a minimum of 8 years’ related experience, OR
• National Diploma in Accounting/Management Accounting or alternatively Diploma in Human Resources or related field with a minimum of 10 years’ related experience.
• 8-10 years’ based on educational qualification in a payroll and employee benefits environment, preferably on the SAP payroll system, of which 3 years should be in a supervisory capacity.
• Sound experience in Namibian tax application.
• Sound experience in reconciling Payroll and General Ledger.
• Sound experience in different statutory laws related to payroll.
• Valid Code 08 Drivers License.
