REPORTS TO THE CHIEF EXECUTIVE OFFICER
PRIMARY PURPOSE OF THE POSITION
To formulate, implement and recommend financial policies, procedures and programmes for Council through sound financial planning and analysis techniques. To advise management and council with regard to financial systems strategy and financial management and control.
KEY PERFORMANCE AREAS
• Strategic planning and advice
• Financial management
• Budget formulation and management
• Banking and investment
• Asset management
• Information Technology
• Audit and taxation
• Leadership and Departmental Management
MINIMUM REQUIREMENT;
• A B-Degree(Hons) in Accounting/Finance with 10 years’ appropriate experience of which 5 years should have been in a more senior professional/ management level. An MBA/MBL will be an added advantage.
• Highly analytical with good communication skills at a strategic level.
• Very strong logical reasoning ability, attentive to detail but not detail bound.
• Systematic and able to look at solutions conceptually as well as from a practical perspective
• Able to work with people constructively and use convincing arguments to get people committed to implementation of solutions.
• Sound knowledge of all accounting streams of the organisation
• Sound knowledge of accounting principles and best practice
• Knowledge of the Local Authorities Act
• Computer literacy
• Sound Customer orientation & Emotional Intelligence
• Good communication and interpersonal skills.
• Strong managerial and leadership skills
• Code B Driving License
