Primary purpose of the position:
The Senior Manager: Finance will provide technical and operational support in the management of the
Authority’s financial health and growth; Manage financial operations and reporting; Financial and accounting
systems implementation, evaluation, and monitoring; and Forecasting, budgeting and fiscal functions
in accordance with GAAP, IFRS, finance regulations, policies and procedures. Further, to ensure that the
procurement and corporate administration functions are managed efficiently.
Key Performance Areas:
Financial Accounting
• Manages the financial resources of CRAN including Universal Services Fund (USF);
• Reviews and recommends for approval an accounting system, which ensures accurate management of
CRAN’s financial affairs within the laid down policies;
• Adheres to corporate governance systems to financial accounting;
• Reviews, analyses, and makes recommendation on pricing, annual levies, and application fees by
service providers to CRAN;
• Manages the financial aspects of capital appropriation and expenditures in accordance with approved
policies;
• Recommends for approval, proposals for policies on banking, borrowing, foreign currencies, receipt and
disbursement of monies and investment matters, on the preparation and payment of payrolls;
• Analyses, reviews and recommends inputs into tariff structure for licensees;
• Monitors and reports performance of investment markets to ensure that competitive interest rates and
good returns are always secured for CRAN;
• Manages the liquidity/solvency of CRAN and ensures that expenditure is controlled in line with operating
budgets and business plan;
• Provides input into the establishment of key financial strategies to enhance business profitability;
• Coordinates and manages the design and assessment of financial strategy and performance as it relates
to the annual budget and long-term goals;
• Develops and manages internal financial controls to ensure financial prudence;
• Monitors and ensures annual financial statements are prepared in accordance with Internal Financial
Reporting Standards (IFRS);
• Manages reporting, annual accounts and audit matters to ensure compliance with statutory requirements,
donor reporting and governance structures; and
• Manages the preparation of the financial documents for internal audit and prepare the financial system
for the external annual audit.
Management Accounting
• Manages and coordinates the timely and accurate development of budgets, management reports,
and models that will assist authorities in making informed resource allocation, and investment decisions;
• Guides the preparation of CRAN’s overall annual financial budget ensuring adherence to the financial
standards and regulatory requirements;
• Reviews monthly budgetary reports for each department, report implications and make appropriate
recommendations;
• Provides input and make recommendation on appropriate cost accounting procedures to operators;
• Reviews and provides strategic and operational overview in quarterly budgetary reports for each
department and make appropriate recommendations; and
• Manages, monitors and coordinates the adequacy and functionality of budgetary controls in a manner
that always facilitate financial prudence throughout CRAN.
Procurement and Contracts Management
• Prepares and recommends for approval the Procurement and Contracts Management Annual Plan in
line with strategic objectives;
• Monitors to ensure compliance to procurement procedures as laid down in the Public Procurement Act
for all levels of procurement;
• Assess on a regular basis effectiveness and efficiency of the Procurement and Contract Management
procedures;
• Monitors and evaluates the adequacy and functionality of procurement controls and system;
• Manages the registration of CRAN service providers on the Enterprise Resource Planning (ERP) System;
• Monitors and ensures that supplies and products are made available in accordance with approved
suppliers’ agreements;
• Monitors the administration of the bidding process in preparation for Procurement Committee and
subsequently execute approved contracts;
• Evaluates and reports on implications of renewable or ongoing contracts as to cost of services; and
• Monitors and ensures provision of reliable and efficient services to CRAN and its employees in the areas
of procurement and contracts management.
Divisional Compliance and Risk Management
• Monitors division operations on a regular basis to ensure that all relevant laws, regulations, and policy
frameworks are applied and adhered to;
• Develops and recommends all divisional management policies;
• Interprets CRAN’s policy framework and recommend relevant policy improvements;
• Develops and ensures the implementation of continuous improvement programmes to increase
efficiencies throughout the division;
• Ensures that the divisional audits are carried out timeously and that relevant information is availed;
• Identifies and evaluates the divisional risks and directs the implementation of mitigating measures on
continual basis; and
• Ensures implementation of mitigating measures and remedial action of audit findings and ensure
prevention of similar risks in future by undertaking regular monitoring and evaluation of management
actions.
Education, Experience and Skill Requirements:
• A relevant Honours’ Degree in Accounting and Finance or equivalent;
• Senior Management Development Programme (SMDP);
• Six (6) to Seven (7) years working experience in the finance and administration environment of which Four
(4) to Five (5) years should have been at Senior or Management level;
• Professional Qualification: Chartered Accountant/CIMA/ACCA will be an added advantage;
• Understating of Finance Act, Public Procurement Act, Corporate Administration Policy Application, a
relevant interpretations;
• Proficiency in MS Office packages and financial management software, ERP and E-government
procurement software;
• Practical knowledge of Project Management Principles and Methodologies;
• Advanced knowledge in managing financial matters;
• Valid Driver’s Licence, Code B; and
• Shortlisted candidates will be required to submit proof of Namibian Police clearance.
