The Position
As the Senior HR and M&E Specialist, you will report to the Senior Manager: HR Projects and your primary responsibility will be to collect, compile,
and analyse program data, as well as to improve data quality. You will also be expected to monitor, evaluate, and document the outcomes of
implemented strategies, and to monitor and report on donor fund allocations. You will ensure that monitoring and evaluation systems are
consistently integrated and implemented throughout program activities. This includes creating, developing, and supporting project teams to use
Monitoring & Evaluation (M&E) systems to collect, aggregate, and analyse data, as well as playing a pivotal role in ensuring that key stakeholders’
reporting needs are met. You will also be expected to make monthly site visits to the regions and intermittent support visits to the satellite offices
for troubleshooting, monitoring, and data entry evaluation. You will implement strategies, manage relationships with key stakeholders, and
participate in recruiting relevant staff. The position appeals to you because you are versatile and desire to improve and implement M&E strategies,
expand the departmental portfolio, and strengthen existing business relationships.
Key areas of focus:
• Project management: Adopt a strategic focus to ensure the effective daily management of all project activities. Ensure that the decentralised
project tracking tools are updated and maintained efficiently to ensure compliance, service delivery and to trigger corrective action as required.
• Relationship and Stakeholder Management: Develop, maintain and manage all working relationships with project staff, donor partners, and
stakeholders to provide high-quality service and maximise client satisfaction. Participate in strategic program annual planning, attend relevant
multidisciplinary meetings and stakeholder engagements, and provide input into the design and evaluation of monitoring initiatives and plans.
• Leadership: Lead and manage the M&E activities to meet the relevant organisational strategies and initiatives on M&E activities and programmes. Actively manage staff performance, development, and collaboration by dealing with issues as they arise in collaboration with the Director.
• Human Resources: Assist the Senior Manager: HR Projects with HR-related challenges that may arise.
• Training & Process Improvements: Coordinate M&E related trainings on a national level. Build the capacity of staff, project managers and field teams through training and technical assistance for accurate data collection, analysis, usage, and reporting. Explore and provide recommendations for innovative systems and processes to streamline monitoring, evaluation and other operational functions.
• Monitoring & Evaluation initiatives: Lead the ongoing development of an M&E system, framework, and tools to enable all project teams to meet all relevant reporting requirements, including fund allocations and project expenditure. Ensure the availability of resources for M&E-related activities, advise and support project staff on selecting performance indicators and develop monitoring plans. Coordinate the implementation of M&E tools and project monitoring plans to track the success of program implementation. Design research and evaluation systems to assess the impact of implemented programs. Improve data systems and collect, store and use data to increase the effectiveness and scalability of
M&E systems.
• Quality assurance & Compliance: Collaborate with external stakeholders to improve reporting and data quality assurance. Stay abreast of relevant developments in the Donor space and advise the organisation on applicable donor requirements and standards to ensure compliance and alignment. Monitor and coordinate fund administration to ensure that budgeting and administrative policies, procedures, and donor requirements are met.
• Site visits: Conduct monthly and ad-hoc site visits to the regions and satellite offices with relevant stakeholders to collect data and statistics on the various duty stations and provide technical support to the regions as needed to ensure service delivery and resource utilisation are optimised.
• Reporting: In collaboration with MoHSS implementing partners, provide assistance to project managers and field staff in developing monthly, quarterly, and annual donor reports based on regional reports. Coordinate relevant external communication and reporting protocols to donors, governments, and relevant partners as per their reporting guidelines and funding mechanisms to ensure that all local and international reporting deadlines are met on time. Maintain orderly, accurate, and professional records and files.
The Person
Minimum requirements:
• An Honours degree in Human Resources Management, Economics, public policy and management, social development or a related field from
a recognised tertiary institution.
• A Master’s degree and/or a relevant qualification in M&E will be an added advantage.
• 5 years’ supervisory experience in managing and implementing M&E initiatives, stakeholder engagement, project management or related.
• Proven ability to operate in a commercial environment where deadlines are non-negotiable.
• Extensive knowledge of the Labour Act and various HR administrative practices, processes, systems, and databases.
• Proficiency in the use of M&E statistical software packages.
