The U.S. Mission in Windhoek, Namibia is seeking eligible and qualified applicants for the position of Security Investigator within the Overseas Building Operations (OBO) office.

Duties
Investigations and Liaison: Conducts investigations, including complex and sensitive investigations on personnel suitability, fraud, employee malfeasance, suspicious activity, and surveillance as directed by A/RSO. Investigate potential acts of hostile surveillance being conducted against the Embassy, residences and facilities. Serves as one of the main responders in emergency situations including situations where the threat of criminal violence still exists. Coordinates police responses to incidents of a criminal nature affecting the Embassy and its official personnel. Conducts in and out briefings for Locally Engaged Staff upon commencement and termination of employment with the Embassy. At the request of the Consular Officer and as directed by A/RSO, conducts investigations into visa fraud and helps facilitate consular access to detained/incarcerated U.S. citizens in distress emergency situations.
Advises A/RSO on local police investigations and procedures; assists in developing and maintaining liaison relationships between the Embassy, senior local security and law enforcement officials. Serves as one of the main contacts between the Regional Security Office and Judicial officers. Advises A/RSO and Senior Embassy Management on the complexity and dynamics of the Namibian judicial process. Develops and maintains working-level contacts within Namibian Police, other law enforcement agencies and private security officials. Coordinates training with host law enforcements officials for the Department’s International Law Enforcement Academy (ILEA) sponsored training programs. Ensures contractor adherence to standards of performance, discipline, and effective services. Coordinates LG emergency response and provision of services at special events as required. Delivers security presentations for visiting American students and volunteers.
Administration: Drafts memoranda and official cables for A/RSO approval. Drafts Diplomatic Notes for A/RSO clearance and Chief of Mission (COM) approval. Supervises the LG Coordinator. Drafts invitational letters for Regional Security Office/Embassy sponsored training programs. Maintains and updates Locally Engaged Staff personnel security files. Maintains inventory of Regional Security Office equipment and Weapons of Mass Destruction (WMD) equipment. Compiles complex and sensitive crime ambience reports for Overseas Security Advisory Board, the International Country Narcotics Status reports, and the Annual Crime Evaluation Questionnaire. Maintains database of the Embassy Locally Employed Staff.
Budget: Endorses the formulation of the LG budget and provides guidance on justification statements. Coordinates the expenditure of LG funds. Supervises and reviews LG budgets and expenditures. Reviews and recommends LG extra services request and certify the correctness of the extra guard and general services invoices before submission for A/RSO approval for payment.
Records modifications of the LG Contract. Liaises with the General Services Office and local contractors to ensure proper and cost-effective implementation of all recommendations. Oversees the daily provision of guard services by the LG contractor.
Training: Trains the LG Coordinator on investigative techniques, liaison activities, security equipment and performance of duties related to the program. Trains facility and residential guards to use security equipment and on basic interview techniques.
Trains other Regional Security Office Locally Employed Staff in all areas of Foreign Service National Investigator (FSNI) responsibilities.
Protection of U.S. Officials and other duties as assigned: Provides or arranges protective security for VIP American officials as needed. This requires the FSNI to maintain proficiency with a firearm, being capable of making life or death decisions, work longer and ever-changing hours and in high stress situations. Other duties as assigned.
Qualifications and Evaluations
Requirements:
Minimum three years of security related experience of progressively responsible experience in investigative work with police or private security organization.
Education Requirements:
Completion of secondary school (Grade 12) is required and two years of post-secondary education is required.
Evaluations:
English Level III (good working knowledge, reading/speaking/writing) is required. This may be tested.
Qualifications:
Good working knowledge of procedures and policies of the U.S. government and security office with regards to conducting background investigations and determining suitability for employment and access to U.S. government facilities. Good knowledge of host country legal system and institutions, criminal law, and U.S. Government security standards and regulation procedures. Good working knowledge of documentary sources of information, ability to maintain extensive contacts with officials of various local agencies, ability to exercise initiative and use research skills in obtaining information or evidence.
