The Position
The National Risk Communication and Community Engagement (RCCE)/Health Promotion Officer will report directly to the National RCCE Pillar
Lead and will be responsible for conducting and leading the implementation and coordination of the National RCCE activities.
Key focus areas to include:
Planning:
• Provide technical support to the National Level material development team (Graphic Designers) on the development of Information Education
and Communication (IEC) materials for the MoHSS.
• Coordinate National RCCE activities, which include weekly meetings, and the implementation of RCCE activities at national level.
• Ensure community engagement and social mobilisation strategies and implementation plans are in place in all the regional Health Directorates
and are well aligned to the new development/disease trends, coordinated, and well executed.
• Coordinate the identification of strategies for corrective intervention measures.
• Strengthen social listening, and rumour management by monitoring misconceptions and myths related to COVID-19 among the public in close
collaboration with UN partners (WHO and UNICEF) for the establishment of crisis communication.
• Liaise with the relevant national stakeholders on community engagement options and implement community engagement activities as
appropriate.
• Liaise with the National RCCE Pillar leads to plan and support regional RCCE trainings.
Partnership and stakeholder coordination:
• Support the National Risk Communication and Community Engagement Pillar and its sub working groups in developing a national vaccine
demand promotion strategy, community engagement plans, crisis communication plans, and M&E plans based on the Ministry of Health and
Social Services’ COVID-19 vaccination guidance.
• Assist with the coordination of RCCE activities, both at national and regional levels.
• Liaise with the Regional RCCE Pillar stakeholders through the Regional RCCE Officers on the implementation of information dissemination and
community engagements on prevention, including vaccination, early case detection, referral, and health promotion activities related to the
COVID-19 pandemic.
• Support the Regional RCCE Officers to coordinate the regional RCCE activities and stakeholders.
Monitoring and evaluation:
• Keep track of national and regional activities by keeping proper records, tracking indicators, and set targets.
• Draft and compile national RCCE reports on the activities conducted on a monthly, quarterly, and annual basis and submit them to the Primary
Health Care management and relevant donor(s).
• Evaluate the national RCCE program activities to ascertain progress and re-plan accordingly.
Other:
• The position will require some travel.
• The National RCCE Officer will work under the direction of the National RCCE Pillar Lead from the Ministry of Health and Social Services and in
partnership with the COVID-19 response committee and UN agencies.
The Person
Minimum requirements:
• An Honour’s degree in Health Sciences or Public Health from a recognised institution.
• An English communications qualification will be an added advantage.
• A minimum of five (5) years of relevant experience in health programs management and coordination.
• Background knowledge in dealing with health promotion.
Knowledge, skills and abilities:
• Excellent communication skills in English and any other local languages.
• Team player.
• Computer literate with proficiency in Microsoft Word, PowerPoint, and Publisher.
• Basic M&E knowledge.
