Introduction
Although considered a middle-income country, Namibia is marked by significant inequalities. Despite stable economic growth, Namibia suffers both, from a high unemployment rate and a serious skills shortage on the labour market.
The technical vocational education and training (TVET) system has been identified as one of the key sectors to support these challenges. The Namibia Training Authority (NTA) is charged with creating a national technical vocational education and training system to train skilled workers for Namibia’s growing economy. Currently, however, the need for trained skilled workers in many sectors cannot yet be met by the current TVET system.
In response, the Federal Republic of Germany and the European Union (EU) provide assistance to Namibia, particularly to the Ministry of Higher Education, Training and Innovation and the NTA. Germany is supporting the Namibian TVET system through a joint technical cooperation project ‘Promotion of Vocational Education and Training in Namibia’ (ProVET). The project is focusing on aligning the Namibian TVET system closer to the needs of the labour market through:
1. strengthening the capacities of selected training providers to offer prioritized labour-market-oriented TVET programs
2. improving selected elements of the TVET system, e.g. the training of trainers
3. establishing a “Training-Hub” in the North of Namibia, which is implemented through the ProVET project.
Areas of intervention of the project are all over Namibia. The project is running from April 2018 to December 2021. A second phase is in preparation for the coming years. The position might be developed in future into a co-leadership position within the planned Project Cluster for Economic Development.
The Programme Manager/Team Leader (Officer responsible for the commission) is responsible for:
▪ Planning, managing and controlling the German contribution with special attention to impact monitoring and cost-effectiveness (overall responsibility for the commissioned project)
▪ Managing a diverse and dynamic team of approx. 20 staff members
▪ Providing advisory services and support for the executing, organisation in planning, organising and implementing the project to achieve objectives
▪ Representing the GIZ-assisted project, specifically vis-à-vis partner organisations (MHETI, NTA etc.), donors (e.g. EU) and other implementing organisations, the German Embassy and Federal German Ministry for Economic Cooperation and Development (BMZ) representatives (in close coordination with the GIZ-Country Director)
▪ Coordinating the German contribution with other Technical Cooperation (GIZ) and Financial Cooperation (KfW) programmes and other bilateral and international donors
▪ Responsible for managing the commission and steering in the EU financed activities
▪ Providing technical support and TVET advisory services to the TVET institutions in Namibia
▪ Facilitating stakeholder dialogues with the private sector and other relevant stakeholders on sustainable and demand oriented training programmes
▪ Promoting innovative training formats e.g. e-learning
▪ Coordinating and planning the procurement of services and equipment
▪ Planning and coordinating PR activities according to BMZ, GIZ, EU, MHETI and NTA requirements
Requirements
▪ Master’s Degree in an area that is related to the project objectives, with a focus on Educational Management, Business Administration, Economics and/ or equivalent fields
▪ 7-10 years’ professional experience, of which at least 5 years’ should be in a comparable position, in particular in development cooperation in the area of TVET
▪ Proven knowledge of improving and financing TVET systems, capacity development of TVET staff
▪ Proven skills and experience in the design of networks and knowledge exchange platforms
▪ Good working knowledge on setting up and managing annual operational plans, impact monitoring, as well as financial management of project budgets
▪ Proven management and advisory skills, conceptual and strategic thinking
▪ Very good working knowledge of ITC technologies and computer applications (e.g. MS Office)
▪ A proven track record in a managerial position
▪Excellent command of English both written and oral
▪Working knowledge of German language an added advantage
▪ Willingness to upskill as required by the tasks to be performed
▪ Excellent communication and negotiation skills
