The Ministry of Health and Social Services (MoHSS) with support from the Global Fund Grant is looking for dynamic, suitably qualified and experienced candidate to fill the following vacancy
Position :Procurement Assistant (Senior Administrative Officer) Grade 10
Remuneration cost to company :N$ 234,324.00 Per Annum
Duration :01 November 2021-31 December 2023 (Fixed term contract)
Duty Station :Windhoek
Primary Role
To ensure that the procurement activities are in line with the Procurement Manual. Procure goods and services within the parameters of the Global Fund Grand Procurement Plan.
Administration of MHSS/Global Fund Fleet and assets system.
Appointment Requirements
• An appropriate National Diploma in Business Administration or Accounting or Procurement & Supply Chain Management or equivalent at NQA Level 6 plus three (3) years working experience in Procurement Logistics & Supply Chain Management
• Preference will be given to applicant with Bachelor Degrees/ Post Graduate studies on any of the above qualifications and working experience with the Oracle systems.
Main Duties and Responsibilities
• Prepare all appropriate procurement documents that lead up to the Purchase Order in Oracle. Verify the budget allocation.
• Compare prices from suppliers and delivery dates in order to determine the best bid.
• Answer vendor questions about completing our bid requests based on specifications.
• Track the status of requisitions in Oracle and communicate findings to the ordering department.
• Contact suppliers in order to schedule or expedite deliveries and to resolve incorrect, lost, or late deliveries.
• Maintain Certificates & Representations and Price Warranty forms Maintain vendor agreements and monitor expiration dates.
• Research potential vendors for commonly purchased goods and services in order to identify potential economies of scale.
• Create purchase orders, ensuring relevant procurement procedures have been applied and all supporting documentation and quotations are attached.
• Follow-up on all outstanding orders, advise consignee of impending deliveries and liaise with the DSP Finance Unit to ensure all outstanding orders are included as commitments in respective budgets.
• Liaise with MOHSS-Programs on all matters pertaining to procurement.
• Organise repairs and services for regional vehicles to be repaired.
• Assist Programs with the renewal of Global Fund Vehicle fuel cards.
• Undertake any other duties that may be assigned from time to time.
