POLICY ANALYST
DIVISION: RESEARCH, POLICY AND STATISTICS
THE POSITION REPORTS TO THE POLICY ADVISOR (CAPITAL MARKETS)
JOB PURPOSE:
The purpose of the job is to assist the Policy Advisor in the planning, development, formulation and implementation of Namibia’s non-banking sector regulatory policy framework
KEY ACCOUNTABILITIES:
- Collect, collate and analyze data and research information to monitor and assess emerging trends in the financial sector that NAMFISA regulates and supervise. Ensure that such data is received on time and is correct for publication i.e., involves checking, editing, processing and compiling.
- Assist with the assessment of laws for weaknesses or gaps by identifying all relevant or applicable laws and summarizing the pertinent provisions.
- Assist and participate in the review and drafting of prudential standards and regulations under the proposed FIM Bill.
- Provide background research on policy issues and regulatory gaps or weaknesses identified by the Policy Advisor.
- Regularly contribute to the preparation of the statutory publications by collecting, collating and analyzing Capital Markets institutions data for the; Annual report, quarterly regulatory reform update, quarterly bulletin and all other reports that NAMFISA publishes and disseminates and also respond to queries.
- Compilation of financial soundness indicators for the Capital Markets Institutions.
- Regularly contribute to the preparation of the CISNA report, IOSCO and OECD submissions by collecting, collating and analyzing Capital Markets data.
- Participate in the preparation of position papers on regulatory and supervisory policy issues in order to keep the Authority informed of these developments.
- Conduct research on relevant topics and assist in the preparation of position papers on regulatory and supervisory policy issues in order to keep the Authority informed of these developments and to enhance the Authority’s risk-based supervisory framework.
- Conduct industrial intelligence (locally and internationally) to keep pace with the developments that may threaten the stability of the financial system.
- Assist in the preparation and drafting of speeches and presentations related to Capital Markets Institutions and any other relevant topics.
- Assist by providing information/input into enquiries or requests presentations related to Capital Markets Institutions and any other relevant topics.
- Contribute to and participate in the design and implementation of an effective macro-prudential surveillance framework across the financial sector, with focus on Capital Markets institutions.
QUALIFICATIONS AND EXPERIENCE:
- A Bachelor’s degree in a relevant subject (Economics, Law, Finance, Public Policy, etc); AND
- A minimum of 5 years’ experience within the non-banking financial sector; OR
- Significant exposure to at least one or more of the following industries: Pension Funds, Long and Short-term insurance or Medical Aid Funds;
- Significant exposure to the legislation governing the non-banking financial sector in Namibia;

REMUNERATION:
NAMFISA offers a market-related total cost to company package based on work experience and qualifications. The package includes retirement and medical aid benefits.
