Description of the position of the National Project Coordinator
The National Coordinator will be responsible for leading the National Project Management
Unit (NPMU), which manages and coordinates execution of all activities at national level, and
accordingly manages all project personnel.
(S)he will be stationed in Rundu, and will be required to travel regularly to the project areas
in Kavango East and West
The National Coordinator will work in close collaboration with and reports to the RPMU and
DAPP Namibia Project director.
The RPMU is an independent entity hosed by ADPP Angola and will oversight the project
activites
The RPMU will provide:
Oversight and backstopping support,
Approve reports, key decisions and fund requests, and
Specific technical services as required.
4. The Responsibilities of the National Project Coordinator
The National Project Coordinator’s (NPC) overall tasks is to:
Provide strategic leadership to the NPMU responsible for the execution of activities
and achievement of deliverables as described in the funding proposal (as per
reference below) and aligned to the project objectives, components and philosophy;
Pro-actively and strategically engage with diverse stakeholders and project partners
in support of potential synergies, information and experience sharing as well as
cooperation as applies;
Maintain excellent project relations with the Offices of Governors, the Regional
Councils and the Traditional Authorities of the Kavango East and Kavango West
Regions;
Actively engage the Ministry of Environment, Forestry and Tourism (MEFT), the official
Project Partner and National Designated Authority, during the project execution
processes;
Ensure the active involvement of the National and Regional Project Steering
Committees (NPSC and RPSC) as per Terms of Reference and ensures good standing.
The National Project Coordinator, within the operational structure:
Overall responsibilities of this position include but are not limited to, providing overall
strategy and direction, coordination at the regional level, stakeholder engagement at the
national level, oversight management, M&E, consolidation of reporting, learning and
documenting at a national level.
In further detail, the responsibilities, and related tasks, of this position include the following:
Reports directly to the Regional Project Coordinator heading the Regional Project
Management Unit (RPMU) and copy the RIE within the official reporting, meanwhile
the RPMU reports to the regionl Implementing Entity, Sahara Sahel Observatory –
OSS;
Reports to DAPP’s National Head Quarter (NHQ), Economy and Administration (E&A)
and National Partnership Team (NPT) as advised;
Is supported by a Project Technician/M&E assistant (Horticulture, Agronomy and
Environment Expert), a Financial Manager, a Project Accountant and a Procurement
Officer, reporting to him directly;
Leads and guides project execution activities of the two Climate Change Action
Centres (CCACs) managed by the CCAC leaders and their teams (as per organogram);
Effectively and efficiently manages the ADSWAC project team consisting 42
employees;
Communication and reporting: Maintain efficient communication along all
communication lines with internal and external stakeholders. This includes timely
and quality reporting as required and in support to the project activities; and
Human resources management: provide internal leadership and manage the team’s
performance, oversee consultant appointments and deliverables, maintain
partnership relations, and attend to staff administration and development.
Overall technical leadership
Oversee the project execution process, including planning, procurement, finances,
reporting and the verification thereof.
Ensure the quality and functioning of the National Project Management Unit (NPMU) as
defined in the NPMU TOR;
Works in close collaboration with the Project Technician, Financial Manager, Accountant
the Procurement officer and the M&E Expert Officer in the RPMU.
Ensure the technical support during the consecutive phases of project execution. This
includes the sourcing of consultants and other expert advisory services and service
providers.
Responsible for execution of all activities at national and community-level, including
ensuring M&E in the field; and
Establish cross-border initiatives in cooperation with the Angolan NPMU and RPMU;
Project and Grant Management
Ensure the alignment of project execution activities to (under) binding project
documentation, stated deliverables, institutional frameworks and project-related
directives
Ensure key execution documents at national level are elaborated, including national
Annual Works Plans and Budgets, Procurement Plans, Communication and Knowledge
Management strategies, M&E plan, Training Plan inter alia;
Responsibility to ensure the reporting requirements to the RPMU (prepare quarterly
progress reports, monthly financial statements and annual, mid-term and final reports,
under guidance of the M&E Expert at the RPMU); and
Ensure compliance with national regulations in Namibia;
Stakeholder Engagement
Ensure participation of all key stakeholders at national level in project execution and
secure regular project updates;
build and maintain stakeholder networks and institutional links, engage with existing
and potential project partners, attend to national and international project exposure,
and actively engage all team members in this process. Equally, facilitate the team and
stakeholder’s exposure to innovative technologies as well as institutional and global
developments of concern.
Develop and maintain relations with stakeholders at all levels;
Prepare, organize and follow up on workshops, meetings and field missions related to the
project activities;
Prepare presentations and reports of project status for Steering Committee for
submission;
Participate in National Steering Committee meetings;
Participate in Regional Steering Committee meetings; and
Oversee grievance procedure & incorporate beneficiary feedback as outlined
5. Key deliverables of the National Project Coordinator
Key deliverables are based on the binding Funding Proposal and the guiding Project
Implementation Manual (PIM). Additional deliverables might be formulated and requested
and required by the Implementing Entity (OSS), National Project Management Unit, DAPP’s
Service Offices (NHQ, E&A and NPT), the project Partners MEFT and the local government
(Offices of the Governors and the Regional Councils) and the Traditional Authorities.
Key deliverables include, but are not limited to:
Annually revised and updated Workplan and Budgets;
Annual Procurement Plans and the execution thereof;
Documentation of approval, including Concept Notes and No-Objection letters;
Stakeholder communication (and the documentation thereof) ;
Coordination of National Project Steering Committee interventions ;
Development of Community Adaptation Action Plans (CAAPs) and continued
amendments;
Compilation of quarterly and annual project reports (technical and financial reports);
Ensuring compliance with the Environmental and Social Management Risk Management
Plan and the Gender Assessment and Action Plan;
Ensuring compliance with Namibian legislation, policies and strategies as applicable
Grievances management aligned to the ‘Grievance Redress Mechanism’
Technical deliverables, aligned to the ADSWAC Activity Calendar, include:
The establishment of 2 functional Climate Change Action Centres;
The organisation of 40 operational Producer Organisations and 40 Water User
Organisation;
The implementation of Environmental Education programmes in 20 schools; and
The facilitation of capacity-building programmes as per the Activity Calendar.
6. Qualifications, Experience and other requirements
A Bachelor’s degree, preferably in social, natural or applied sciences as of relevance;
Solid track record in Climate Change, Environmental Management, Rural Development,
Agriculture, or related fields aligned to the ADSWAC framework;
An accredited qualification in Project Management or similar
At least 5 years demonstrable experience in a comparable role, including leadership and
management project administration, management and/or implementation or execution,
developing and managing work plans, communication strategies and budgets,
overseeing monitoring and evaluation, communication skills, and ability to manage
consultants.
Proven track record in developing and maintaining relationships with government
officials, development partners, civil society organizations and community leaders,
preferably in Namibia.
Competencies to confidently execute tasks, achieve deliverables and accept
responsibilities as listed
Additional requirements:
o Namibian National or alternatively Permanent Residence
o Excellent command of English as well as writing and reporting skills
o Valid drivers’ licence for vehicles (Code B)
o Credible references from the recent working environment
7. Remuneration:
monthly remuneration package in the range of US1,500 to USD1,900 ( includes taxes, social
security and medical aid) in compliance with the ADSWAC budget as approved by the
Adaptation Fund.
8. Contract Duration
1-year duration performance-based contract with possible yearly renewable for up to 5 years.
9. Work Station
The Project Coordinator will be stationed in Rundu, Kavango East Region. Occasional regional
traveling, including to Angola, is required.
